About this file
This is a Questions and Answers document for solicitation 36C10B26Q0804, an Enterprise-wide Radiotherapy Technical Quality Assurance System and Repository for the Department of Veterans Affairs Technology Acquisition Center Austin. The document provides clarifications on eight key topics addressing contractor inquiries regarding contract execution, pricing, security requirements, and invoicing procedures.
The solicitation represents a new requirement with no incumbent contractor. Electronic submission of quotes is required in accordance with Section E.4 of the solicitation, with invoicing submitted electronically after government acceptance of deliverables as specified in the Performance Work Statement. The price schedule includes two unit types: LO (Lot), paid once upon service completion, and MO (Month), paid monthly. Regarding small business compliance under FAR 52.219-14, amounts attributable to supplies and qualifying other direct costs are excluded from the services subcontracting calculation, while amounts paid to non-similarly situated SaaS OEMs/licensors for service performance remain subject to limitations. For security requirements, VA will determine applicable FedRAMP authorization requirements post-award based on intended use and data involved; solutions cannot be deployed to production or process VA data until all security authorization requirements and VA Authority to Operate (ATO) are satisfied. The solicitation was amended to include FedRAMP Assessment, Authorization, and Continuous Monitoring costs in CLINs 0002, 1002, 2002, 3002, and 4002 for the base period and four option periods. Quoters should not assume final security categorization will be limited to Low impact level, as VA will make final determinations at post-award based on specific requirements.

Solicitation
Is this a brand new contract OR is there an incumbent performing these services
If not brand new, could you please provide the current / previous contract number?
This is a new requirement.
2
Solicitation Submission
How does the solicitation need to be submitted? Will you accept electronic copies or will this need to be a hard copy delivered to you on September 16, 2026?
Also, if you need the hard copy, does it need to be in your hands on Sept 16, 2026 or just postmarked September 16, 2026?
Quotes shall be submitted electronically in accordance with the Quote Submission Instructions found in Section E.4 of the solicitation.

Solicitation
Because FAR 52.219-14 is incorporated and the requirement includes both SaaS licensing and associated implementation/support services, could VA please clarify how it intends the limitation on subcontracting calculation to apply to amounts paid by a small-business prime to the SaaS OEM/licensor?
Specifically, should the underlying SaaS license or product costs be excluded from the services subcontracting calculation, or does VA intend all OEM performance under the applicable CLINs to be included?
The services limitation at FAR 52.219-14 applies. Consistent with FAR 52.219-14 and 13 CFR 125.6, amounts attributable to supplies are excluded from the services calculation.
Qualifying other direct costs may also be excluded in accordance with 13 CFR 125.6(a)(1), which identifies cloud computing services as an example when the applicable conditions are met. Amounts paid to a non-similarly situated SaaS OEM/licensor for performance of the service portion of the contract remain subject to the limitation. Contractors are responsible for ensuring compliance with FAR 52.219-14 and 13 CFR 125.6.

Invoices
Invoices shall be submitted in arrears: Line 3c Other After Government acceptance of deliverables in Section B.4 and in accordance with Section B.5, Performance Work Statement.
Is this for the entire Project? Individual VAMC Location? VISN? We’ll need some clarification on this. It seems as though we must complete ALL work before being able to invoice.
How do we invoice?
Invoicing shall be subject to the completion of the task requirement and deliverables required by the PWS.
All invoices shall be submitted electronically in accordance with VAAR 852.232-72, Electronic Submission of Payment Requests.

Price Schedule
In the Price Schedule, Item 0001 shows a Quantity of 1 and a Unit of LO. Line Item 0003 shows a Quantity of 12 and a Unit of MO.
What does LO mean?
What does MO mean?
CLINs using LO (Lot) will only be paid one time when the services are completed.
CLINs using MO (Month) are paid on a monthly basis.

FedRAMP
CLIN 0002 discusses FedRAMP. If we do not have FedRAMP certification but are in process of FedRAMP certification, can we start to deploy or must we complete the entire FedRAMP process before we commence work?
Post-award, VA will determine the applicable security categorization and authorization requirements based on the intended use and the VA data involved. The solution shall not be deployed into a production environment or used to process VA data until all applicable VA security authorization requirements, including any applicable FedRAMP requirements and the required VA Authority to Operate (ATO), have been satisfied and VA has authorized the solution for the intended use.

FedRAMP
CLIN 0002 covers FedRAMP assessment, authorization, and continuous monitoring for the 12-month base period. However, PWS Sections 5.7–5.10 require continued compliance and monitoring during the option periods, and the option-year price schedules do not include an equivalent FedRAMP line item. Is it acceptable to include the initial FedRAMP approval cost along with the recurring FedRAMP/VA ATO compliance cost for the option year all within the CLIN 0002 line item?
If not, where would you like the recurring FedRAMP/VA ATO compliance costs listed?
The solicitation has been revised to include FedRAMP Assessment, Authorization, and Continuous Monitoring in Option Periods 1 through 4. Please see revisions made in Amendment 0001.
Please include the FedRAMP/VA ATO costs in CLINs 0002, 1002, 2002, 3002, and 4002.

FedRAMP
Does VA require FedRAMP Rev 5 Low (Class B) or FedRAMP 20x Class A or Class B?
The FedRAMP Low impact level referenced in the PWS is preliminary and provided for planning purposes only. VA does not require a specific FedRAMP authorization status, impact level, or FedRAMP 20x certification as a condition for award. At post-award, VA will determine the applicable security categorization and authorization requirements based on the intended use and the VA data involved. That determination will drive the applicable security control requirements. Quoters should not assume the final categorization will be limited to Low.
