About this file

This document is an Amendment (Amendment 0001) to a Request for Information (RFI) for a Mammography Tracking System issued by the Department of Veterans Affairs Technology Acquisition Center. The amendment provides responses to five industry questions, clarifying that this is a national project with a technology deployment model dependent on presented technical capabilities. Key details include that current mammography tracking solutions are deployed at site or VISN levels, and implementation timeframes will depend on the chosen deployment model and site-level readiness. A multidisciplinary VA team spanning sites and VISNs will conduct market research and future evaluations, with no single site highlighted in the decision-making process.

The RFI seeks to identify qualified vendors for a national mammography tracking system, with potential deployment across approximately 88-200 VA locations. The solicitation targets custom computer programming services (NAICS 541511) and has a small business size standard of $34 million. Vendors are asked to provide detailed capabilities addressing system interoperability, data migration, security, integration with VA systems like Vista Imaging and Oracle Health EHR, and compliance with set-aside requirements for Service-Disabled Veteran-owned Small Businesses (SDVOSBs). Responses are due by 10:00 am EST on May 14, 2025, with preliminary questions accepted until May 7, 2025.

Amendment 0001

CONTINUATION PAGE

The following answers are provided to the received questions from industry

1. Is this a national project or for one specific VISN? I saw VISN 5 was called out once; however, the rest of the document reads a bit like it's national.

Response: This is a national project, however the actual technology deployment model the VA chooses to pursue will be dependent on the technical capabilities presented.

2. Is there an incumbent solution?

Response: Mammography tracking solutions are deployed throughout VHA in either site level or VISN level deployments.

3. What is the time frame for when the VA would like to have this solution up and running?

Response: The timeframe for implementation will be dependent on the deployment model VHA chooses, as well as site level prioritization and readiness. A draft of the deployment timeframe will be included in the solicitation performance work statement. Please make a recommendation, based on the site quantity in the draft PWS, on a reasonable timeframe to have this solution up and running.

4. Who is the buyer? Apologies if my terminology is off but I believe you are the contracting officer and there should be a buyer on the actual VISN side. Correct me if I'm wrong.

Response: We are still in the market research phase of this requirement. It has not yet been determined. A multidisciplinary team of VA clinical and technical stakeholders will be reviewing the information submitted and conducting any future decision-making processes.

5. Who ultimately makes the vendor selection, should this project get up and running? Are the individual sites involved in the decision-making process?

Response: A VA multidisciplinary team has been assembled to conduct the market research and future evaluations. Team-members span sites and VISNs therefore no given site is highlighted in the decision-making process.
