The Option Periods of the Price Schedule include a CLIN for Project Management and a CLIN based on the fixed subscription rate that is paid based on the percentage of telecom spend processed through the eTEMS Software. The eTEMS solution requires fixed labor costs that are independent of the amount of telecom spend processed through the eTEMS Software. If the fixed labor costs are required to be a part of the fixed subscription rate CLIN, the total price will be increased, because the subscription rate will need to be higher to account for those costs at the anticipated telecom spend to assure that they are covered, instead of the given maximum telecom spend. Should these fixed labor costs be included in the Project Management CLIN, or would the Government consider adding a CLIN for the fixed labor costs? This would significantly reduce the fixed subscription rate and the overall total price.
VA understands there are significant variations in pricing structures for differing offerings of TEM solutions. The prospective vendor shall utilize the structure that best fits their pricing model. The VA shall consider the price in evaluating the best value to the government.

508 Compliance
"A. 508 Compliance Certificate" is noted as a deliverable under PWS area 5.3.5 508 Compliance. Please confirm that a completed Voluntary Product Accessibility Template (VPAT) represents the 508 Compliance Certificate.
Although there is no Federal 508 certification process, some companies use 3rd party vendors to test and certify their products for 508 compliance, however, a Voluntary Product Accessibility Template (VPAT) is acceptable to meet both requirements of the A. 508 Compliance Certificate and the B. Computing Environment Documentation as it is a table containing information regarding how an information and communications technology product or service conforms with Section 508 of the U.S. Rehabilitation Act of 1973. It is a self-disclosing document produced by the vendor which details each aspect of the Section 508 requirements and how the product supports each criteria.
