About this file
This document is a Questions and Answers (Q&A) addendum for Request for Quote (RFQ) 36C10A25Q0079 Amendment 0001 for the Department of Veteran Affairs. The solicitation is for an unrestricted, open market procurement of the specific brand name DSS CTM+ software, with no equivalent solutions being considered. Initially, the RFQ had a very short 24-hour response window, which prompted a vendor to request an extension, citing concerns about the limited preparation time for a complex, multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
In response to the vendor's concerns, the Contracting Officer extended the quote submission deadline to 8:00 AM EST on Monday, September 22, 2025. The procurement is a new contract consolidating existing individual orders, as noted in a Consolidation Determination posted on Contract Opportunities/SAM.gov on September 10, 2025. The Contracting Officer deemed the original 24-hour turnaround reasonable due to the brand name specification and the prior 7-day posting of the consolidation determination.

QUESTIONS & ANSWERS
36C10A25Q0079 Amend 0001
Question 1: We are performing independent research on the Combined Synopsis/Solicitation (36C10A25Q0079). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer 1: Per the Consolidation Determination posted via Contract Opportunities/SAM.gov on September 10, 2025. This is a new Indefinite Delivery/Indefinite Quantity Contract consolidating existing individual orders.
Question 2:
a. We have noticed that the Solicitation issued yesterday has a 24 turnaround for interested vendors.. is this an error? We have not seen this response time in our experiences with Veteran Affairs.
If not, [vendor] would like to request a 7 day extension for this effort so it allows all interested vendors to respond with a detailed, complete proposal? We believe 24 hours limits many, if not all interested bidders in a quality submission unless a notice was given previously?
b. For commercial buys using a combined synopsis/solicitation, the CO must set a response time “in accordance with FAR 5.203(b)”. FAR 5.203(b) says the CO must allow a reasonable opportunity to respond, considering complexity, availability, urgency, etc.
There’s no fixed minimum, but it must be reasonable.
A single day for a national, multi-year IDIQ with a 100-page RFQ is unlikely to be considered “reasonable” under FAR 5.203(b)

Answer 2: This requirement is being solicited on an unrestricted, open market basis for the brand name DSS CTM+ software. Equivalent solutions are not being considered. As you referenced, and in accordance with FAR 5.203(b), the Contracting Officer has discretion over the posting duration. Given that this is a brand name requirement and the consolidation determination was posted for 7 days, the 24-hour turnaround time is deemed reasonable. However, in consideration of your request, the quote due date has been extended until 8:00 AM EST Monday, September 22, 2025.
