About this file
This is a Schedule of Line Items with Quality Assurance documentation for the VA's June 2026 Equipment Only Consolidation procurement (Solicitation 36A79726Q0011), administered by the Department of Veterans Affairs National Acquisition Center. The document outlines medical imaging and radiological equipment requirements across multiple VA facilities organized by VISN (Veterans Integrated Service Network), with detailed specifications, vendor questions, and government responses.
The procurement encompasses approximately 200+ line items distributed across 23 VISNs and multiple VA medical centers nationwide, including equipment such as X-ray systems (portable and fixed), ultrasound systems (point-of-care and advanced diagnostic), computed tomography (CT), magnetic resonance imaging (MRI), positron emission tomography/CT (PET/CT), nuclear medicine, interventional radiology C-arms, and mammography systems. Equipment quantities range from single units to multiple systems per location, with specifications detailing technical requirements including detector sizes, pixel specifications, frequency ranges, battery life, weight limitations, and software capabilities. The QA section documents vendor inquiries and government responses regarding equipment specifications, clinical equivalencies, and requirements modifications. Significant modifications include weight increases for portable ultrasound systems (from 240-265 lbs), screen size reductions to enhance competition (19-21 inch monitors), removal of vendor-specific features (such as PureWave and xPlane imaging), and relocation of advanced features to value-added sections. The government consistently maintained clinical requirements while accepting commercially equivalent alternatives where appropriate, particularly for detector specifications, spatial resolution, and imaging modes, to promote fair and open competition among multiple vendors.

5j. Yes , this is is supposed to be for LV/RV/LA strain.
6a. The abdominal package has been removed as a requirement.
7a.d.e. We need to pair each 2D/3D tranthoracic probe with each of the 9 machines. We will use the extra 3 2D/3D probes as backups if one of the 9 fail. We will pair each of the Doppler (pedoff) probes with each of the 9 machines. These probes aren't used as frequently, so we only need 9 of these rather than 12.

| • | Would a detector with a 148 μm pixel size be considered a clinically equivalent or substantially compliant alternative to the specified 140 μm maximum pixel size requirement? |
Display Monitor Size
• Would an integrated 17-inch display monitor be considered substantially compliant with the 21.5-inch minimum monitor size requirement if it provides equivalent workflow functionality and image review capabilities?
Detector Weight Capacity
• Would a detector with a 661 lb recumbent patient weight capacity be considered substantially compliant with the specified 881 lb distributed load capacity requirement, and if so, what clinical justification would be needed to support equivalency?
Generator kVp Range
• Would a system with a maximum generator output of 133 kVp be considered substantially compliant with the specified 150 kVp maximum generator requirement, provided all clinical imaging requirements can be met?
Display at Tube Head
• Is a dedicated monitor at the tube head a mandatory requirement, or would systems with a centralized touchscreen workstation providing equivalent positioning and workflow functionality be considered acceptable?
A detector with 148 um pixel size would be considered clinically equivalent to 140 um pixel size.
Integrated 17-inch display monitor would be considered compliant with the 21.5 if the workflow functionality and image review capabilities are comparable.
A detector with 661lbs recumbent patient weight capacity would be compliant to 881lbs distributed load capacity. Given our facility’s patient demographics, the highest patient weight encountered in the past three years has been less than 661 lbs. The portable detector would include safeguards and workflows to prevent use with patients above the manufacturer-rated capacity. The clinical risk is minimal and does not compromise patient safety or care. The 661 lb detector meets our operational needs, and alternative imaging arrangements are in place for higher-weight patients.
Maximum generator of 133kVp would be considered compliant with the 150 kVp maximum generator requirement. There is no anticipated impact on clinical care or diagnostic image quality. Exams requiring higher kVp are performed on fixed radiography systems. Thus, the proposed system with 133 kVp maximum output meets our operational and clinical requirements.
A dedicated display at the tube head is not a mandatory requirement. Systems that provide a centralized touchscreen workstation—offering equivalent functionality in terms of positioning guidance, workflow integration, and easy access to controls. A tube head display is not required, but having convenient access to critical workflow tools near the imaging area is very helpful for technologist ease of use, and the selection should consider how each detector system supports these needs.
