1. Reference, Performance Work Statement, Paragraph 15.4 IT/IM CONOPS; “assess and determine the infrastructure required to support low voltages systems medical and non-medical”. Does this apply only to the systems shown in Attachment 36A77620Q0079-004 or are there additional low voltage systems to be included?
Answer: Don’t understand what the reference is for 36A77620Q0079-004 in order to answer this question.
2. Reference Performance Work Statement, Paragraph 15.4, IT/IM CONOPS; “The contractor shall provide support to research technologies available to improve efficiency of clinic operations” Does “provide support” mean that the Contractor will assist the Clinic in the research of technologies as defined by the Clinic, or that the Contractor will be the initiator in defining, developing and executing the research?
Answer: Will be the initiator in defining (with input from clinics), developing and executing the research
3. Reference Performance Work Statement, Paragraph 15.4, IT/IM CONOPS; “The contractor shall provide support to research technologies available to improve efficiency of clinic operations” This is a very vague requirement that is difficult to quantify for pricing. Can the PWS identify a number of systems of a level of effort that is expected to perform this requirement.
Answer: Identifying technologies that will help with clinical efficiencies is up to the contractors. Level of effort cannot be determined.
4. Typically, a facility of this type utilizes a UL1069 listed nurse call system. Is a nurse call system being provided and installed by the GC?
Answer: Yes
5. The FF&E list, Attachment 36A77620Q0079-004 includes LAN equipment. Was the LAN equipment identified on the FF&E List part of a completed, existing network design or is the IOT&A contractor expected to design or validate the network design?
Answer: Again, don’t know what 36A77620Q0079-004 is a reference too. Unknown which equipment is being referenced.
6. PWS, Paragraph 16.2 page 21 includes a requirement for physical movement of files. Can the VA identify the total number of liner feet of files to be moved?
Answer: Estimated # of boxes has been provided
7. PWS, Paragraph 16.2 page 21 includes a requirement for physical movement of accountable equipment, expendable supplies, and FF&E identified to be reused in the reuse plan. Can the VA identify number of pieces to be moved or provide the initial reuse plan so we can estimate the amount of effort required?
Answer: Estimated # of boxes has been provided. There are approximately 5,000 items on the 2017 reuse plan. Per this contract, the reuse plan is to be updated. Appx 5% of the new re-use plan is expected to be relocated into the new bed tower.
8. PWS, Paragraph 6 in the Task Lists States,
a. Complete technical inspection and documentation of equipment to ensure utilities, items and systems are functional per owner’s requirements
b. Testing and documentation of equipment to ensure items and systems are functional per owner’s requirements, except for biomedical equipment Does this mean that the IOT&A contractor will provide functions testing but that the VA Biomedical Engineering personnel will provide certification and testing for biomedical equipment?
Answer: addressed in 16.2, on page 22
9. PWS, Paragraph 15.2 page 13, identifies a task to, “Update comprehensive equipment inventory of all existing items to be reused”. Can the VA provide the existing equipment listing to provide interested vendors an idea of the amount of existing equipment to be inventoried?
Answer: Equipment to be inventoried is based on the relocation of functions within the scope of the new building.
10. What software is used for inventory and maintenance management requirements.
Answer: software has been identified in the PWS.
11. Paragraph 14.1 page 8, identifies that Macro and Micro CONOPS exist and will be provided at the time of the initial kick-off meeting. Can the Macro and Micro CONOPS be provided now so interested vendors can estimate the amount of effort needed to update and maintain the Macro and Micro CONOPS IAW the requirement in Paragraph 15.1, on page 12.
Answer: Micro and Macro CONOPS were developed for functions within the scope of this project and will need updating.
12. PWS, Paragraph 14.1 page 8, identifies that a reuse report will be provided at the time of the initial kick-off meeting. Can the re-use report be provided now so interested vendors can estimate the amount of effort needed to the existing reuse and to estimate the amount of work needed to validate and update the reuse report IAW the requirement in Paragraph 15.1, on page 12.
Answer: Equipment inventoried was based on the relocation of functions within the scope of the new building.
13. Paragraph 14.1 page 8, does not identify that CAD drawings will be provided. Do CAD drawings of the equipment plan, and furniture plans exist, and will they be provided at the time of kick-off or is the IOT&A contractor expected to develop the CAD drawings from architectural building plan?
Answer: CAD is available.
14. JSN M2055a, Shelving, Storage, Wire, CRS, w/Adjustable Shelves, is shown as VV in some locations and as VC in other locations. Is there a reason that the same items will be installed by the VA in some locations and installed by the IOT&A contractor in other locations?
Answer: VC means installed by the building contractor. IOTA Contractor would be installing VV items that require install.
15. JSN A5107, Dispenser, Glove, Surgical/Examination, Wall Mntd, and JSN A5108, Waste Disposal Unit, Sharps; are not typically installed by a vendor. Are these items intended to be installed by the IOT&A contractor?
Answer: yes
16. The PWS indicates that a full-time Activation Project Manager will be needed to work on-site (page5). In the case of Novel Coronavirus Disease (COVID-19), with many agencies encouraging remote work to ensure public health safety, is the government willing to consider alternate staffing solutions (for project start up and IPT meetings)?
Answer: At this time, there is still a requirement for a full-time on-site Activations Project Manager.
17. You state that a conference phone will be made available, can that include a display monitor for video interface?
Answer: there is video conferencing available.
18. Are there any page margin requirements for this submission?
Answer: No, there are not.
19. Are cover letters and title pages included in the page maximum count?
Answer: No, they are not if they do not contain narrative information.
20. Are there any requirements for font style/type?
Context: Addendum to 52.212-1 TBT Instructions Section (B)(4) Answer: Font type shall be no smaller than 12 fonts on standard 8.5” x 11” pages.
21. Is the Table of Contents included in the page limit?
Answer: No, it is not.
22. Regarding the Activation Project Managers experience, would you consider substituting the 7 years of Activation Project Management experience with 10 years of Project Management experience, or an alternate equivalent?
Answer: The experience is amended to “7 Years of Activation Project Management experience”. The title is “Activation Project Manager, however the experience is that of a Project Manager”. Updated PWS is attached to this Amendment
23. Could the VA provide an estimated start date? This is important in order to most accurately complete a project plan and estimate the man hours during the procurement phase per the month quantities provided on the pricing schedule.
Answer: Anticipated Effective Date is June 1, 2020
24. Can the pre-planning incumbent submit a proposal for Phase II?
Answer: If by “incumbent” you mean the pre-planning contractor, then no.
25. Regarding PWS Section 15.2 (page 13), could the Government provide a copy of the initial reuse analysis (list of reuse equipment requiring validation) as a solicitation attachment?
Answer: repeat question
26. Regarding PWS Section 15.2 (page 13), since the pre-planning contractor has completed the reuse analysis, will the incoming Phase II contractor be required to complete another physical inventory of the existing space?
Answer: no, but will have to validate the current version
27. Regarding PWS Section 16.1 Warehousing and Warehousing Management Services (page 19), will there be a loading dock at NBT that can be used for receiving, staging, and limited assembly? What is the available square footage the IOT&A contractor may use?
Answer: Work should occur at the warehouse when at all possible. Per the building RFP, the loading dock access was to be designed to a WB-67 AASHTO 2011 standard.
28. Regarding PWS Section 16.1 Warehousing and Warehousing Management Services (page 19), the PWS states the warehouse should “Provide space for Equipment labeling, testing and assembly.” Since medical equipment must be safety tested in its final location, is the contractor expected to conduct a safety test in both the warehouse and also at the final location in the NBT?
Answer: yes
29. Regarding PWS Section 16.1 (page 19), would the Government provide the minimal required square footage to ensure all bidders are proposing on a level playing field?
Answer: this is for the contractor to determine, based on items to be warehoused
30. In Attachment C: FF&E list, the contractor schedule may be ahead of anticipated contracting lead times. Question, what is the required delivery date for VC identified items to include headwalls, overhead lifts, paper towel dispensers, napkin dispensers, TV brackets, etc., as these items are identified as VC.
Answer: See edit regarding definitions of VV/VC/CC.
31. In the solicitation, Section B.2 Price/Cost Schedule (page 5) does not align with Attachment R, Pricing Worksheet. Will the VA please provide an updated Pricing Worksheet?
Answer: Attachment R, Pricing Worksheet is updated to correctly reflect CLIN #s in Section B.2. Posted with amendment #1
32. In reference to 11.0 Key Personnel, the PWS requires the PM be on site for the duration of the contract. Will the government provide office space and equipment, or will the contractor need to provide our own office space close to the site?
Answer: See C.7 52.245-2 Government Property Installation Operation Services. “VA provided office space to include a desk, chair and desktop computer”
33. In reference to 15.1 Share Site Updates and Information Sharing (page 9), this section states that the contractor shall maintain the existing VA SharePoint site. Is this accurate? In the past, PWSs have stated the same but were changed to Contractor SharePoint Site. VPN has been historically problematic.
Answer: VA SharePoint.
34. In reference to 15.3 Acquisition Services (page 14), is the Tampa project utilizing Attainia?
Answer: No
35. Regarding reuse, can the VA provide the results from the reuse analysis? If not, what type of equipment is anticipated to be reused, as well as the volume of reuse? This affects resources as it pertains to testing and outfitting.
Answer: All room contents are on the FF&E list
36. In reference to 15.3 Acquisition Services, is there an expectation that the Contractor will have to update or perform other functionalities of Maximo?
Answer: No reference to Maximo in 15.3
37. In reference to 15.3 Acquisition Services regarding “executable packages”, is it the VA’s intent for the IO Contractor to post RFPs or does “executable packages” refer to packages that are ready to be solicitated and transacted by contracting?
Answer: “Executable package” refers to packages that are complete and ready to be solicitated and transacted by a Government contracting
38. In reference to 15.3 Acquisition Services, are the beds on Attachment C going to be procured through a bed lease or purchased?
Answer: historically purchased.
39. In reference to 16.2 Move Plan Implementation, what is the number of staff being relocated?
Answer: To be determined, based on the relocation of functions from current space to new space.
40. Regarding 16.2 Installation, Testing and Acceptance, the PWS states that the contractor will support VA Biomed in the testing and acceptance of equipment. What is the extent of VA Biomed resources will be allocated to this process (personnel and equipment)?
Answer: Biomed staffing levels are irrelevant. Contractor to support biomed staff with testing and acceptance.
41. In reference to 16.3 Training and Orientation, has an ET&O plan been established during Phase 1?
Answer: No
42. In A1.0 Cyber and Information Security Requirements for VA IT Services, contractor supplied equipment, PCs of all types, equipment with hard drives, etc. for contract services must meet all security requirements that apply to Government Furnished Equipment (GFE) and Government Owned Equipment (GOE). Security Requirements. Is it the expectation of the government that the contractor provides PCs to be formatted with the VA Gold disc in order to access the VA IT system?
Answer: The Government will provide its own GFE- desktop computer
43. Regarding 17.0 Deliverables, will the Government share the current existing plans in place for Transition, Acquisition, ConOps etc. prior to award?
Answer: No. These aren’t available.
44. Senior Transition Planner (page 6-7) – The scope states that the Transition Planner must have experience in Federal research setting. Will this project have a research setting and if not, will this requirement be needed?
Answer: Transition Planner has been updated to delete “Federal Research Setting” and replaced with “Federal Healthcare Setting”. See updated PWS
45. For Warehousing; we are trying to understand how many months the offsite storage warehouse will be needed? Approximately when will the first item arrive to the offsite storage facility? (Guessing first item arriving January 2021 with the last item removed 10 months later in October 2021 to allow time for O/T as all has been requested to be in place 6 months after building turnover estimated to be June 17th, 2021) Answer: See Solicitation Section B.2, Warehouse is estimated to be needed around March 2021 through March 2022, with the exercise of that optional task. Assume those months for solicitation purposes
46. For the Physical Move; what is the approximate square foot size of existing space that will be transitioning to the new 245,000 sq. ft NBT?
Answer: approximately 120,000 nusf. However, much of this space is inpatient units. Patient rooms will have limited items to move.
47. For the Physical Move; is the existing current location physically attached to the new 245,000 sq ft NBT?
Answer: yes
48. Can items on wheels be pushed internally (without leaving the building) from the old to the new site?
Answer: yes
49. Or will items need to be transported by truck from the old site to the new site?
Answer: no
50. If moved by truck are there elevators and loading docks available for our use?
Answer: n/a
51. For the Physical Move; there are files listed to be relocated. What is the total linear footage of files that need to move?
Answer: We don’t have a “linear footage of files” needed to be moved. See Section 16.2 for best description of files/boxes to be moved
52. Will there be new shelving to place the files onto?
Answer: as per specific room content lists
53. If reusing existing shelving, can you please provide a layout of the existing and new areas showing where the shelving currently is and how it will be reconfigured at the new site?
Answer: n/a
54. Can you please provide photos of the shelving that needs to move so we can see which type?
Answer: n/a
55. For the Physical Move; can you please estimate the number of separate move phases will be needed? (how many different times will the mover be needed onsite?)
Answer: This is up to the contractor to decide, schedule – generally as part of their move plan?
56. Can you please describe the fundamentals of what/which departments are moving in each separate move phase?
Answer: to be determined by contractor
57. Will there be Reno Moves (5,000 sq ft was identified) to a swing space and then they move a second time to final location or back to initial location?
Answer: No.
58. For the Physical Move; is there a list of existing reuse items in excel that we can review to better confirm this scope of work?

59. Are there any ‘systems’ type workstation desks and if so, can you please identify how many of each configuration?

61. Attachment A – PWS, Section 15.4 Concept of Operations and Transition Planning. Section 15.4 references the “The Tampa VA Hospital Policy 00-15 “Enterprise Framework for Quality. Safety, an Value”, August 2018. We are unable to locate this document. Will the Government please provide?
