Failure to send the quote to BOTH the Contract Specialist and Contracting Officer may result in the quote not being accepted.

E.1 B(5) Submitted quotes should contain the offeror’s best terms. The offeror may submit more than one quote. The Contracting Officer may reject any or all quotes. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more offerors of the Government’s choosing before issuing a single award IDIQ contract. Gainesville IOTA IDIQ questions

1. For past performance can we submit projects that are at least 50% complete?

Answer: For the Offerors Past Performance submission, requirements can be found in 52.212-1 and the methodologies for evaluating can be found in 52.212-2

2. Will you allow the certified PMP to be attained within 6 mos of award?

Answer: The Project Manager must have attained a PMP certification or equivalent at time of award to meet the minimum qualification requirements. The PMP equivalent requirements are now amended and defined in the PWS as: 1) FAC-P/PM; (2) DAWIA – Program Manager Level 2 or 3; and (3) certifications identified at https://www.pmpro.org/getting-started/alternatives-to-the-pmp-credential-a-comprehensive-guide/ for both the Program manager and Project Director.

3. Has the Design Build contract been awarded yet?

Answer: Contract award is estimated for July 2019.

4. Question: There are mandated deliverables and dates required for these deliverables. Depending on schedules – IE Faces to Spaces may not be able to be presented within six months due to design not completed or information not yet available by client. Is there flexibility to these deliverable dates due and frequency? Some dates are not achievable based upon the listed requirements.

Answer: Offerors to propose as stated in the solicitation, however realistic deliverable due dates will be discussed and revised as necessary as information/schedules become available.

5. Question: Can we assume that we will receive immediately after award an electronic drawing from the government to start the design process? The electronic drawings must be in Revit in order for us to lay in FF&E within 30 days of lease award or there is risk that room typical will not fit into the A/E drawings.

Answer: No, once the project is awarded the Lessor will have a period of time to develop the design of the clinic. After the awarding of the project we can meet with the Lessor, IOT&A Team the clinic staff to develop an action plan to address activation schedule and deliverable trackers. NF/SGVHS uses AutoCAD to produce cut sheets for FF&E.

6. Question: Will the government at contract award provide the Basis of Design Furniture and Equipment in order to meet the 30-day requirement to lay in the FF&E?

Answer: No, once the project is awarded the Lessor will have a period of time to develop the design of the clinic. After the awarding of the project we can meet with the Lessor, IOT&A Team the clinic staff to develop an action to address activation schedule needs.

7. Question: If we work in Revit which provides 3D-views but the local VA designer wants us to utilize another software what is the remedy? In the PWS is states Revit to be used.

Answer: In order for the VAMC to be able to review the 3D renderings from Revit, the contractor will be responsible to provide the product in a format in which the VAMC can review, such as AutoCAD or PDF’s.

8. Question: To protect version control of the drawings can we assume the initial electronic file we receive will have come from the A/E and is the one we are to use to lay in our FF&E?

Answer: All drawings needed will be provided by the VA Medical Center Planning Team once the design has been completed.

9. Can we assume the 95% validation of the equipment will be available at contract award?

Answer: No, The IOTA Contractor will be responsible for FF&E validation using the Government provided Attainia license. Section 14.2.2 Design and Planning Services of the IDIQ states “The IOT&A contractor (through Attainia support) will validate in the Attainia database the Attainia list to the Approved phase. “Approve” in this sense means the manufacturer and model has been selected, to include the salient characteristics of the item. The IOT&A contractor will be responsible for finalizing furniture, fixtures, equipment and artwork with end users with the purpose of moving the items from “validated” to “approved” in the Attainia database”.

Section 7.2 Comprehensive Interior Design and Space Planning Services for Task Order #1 and Task Order #2 is hereby modified to read “The Malcom Randall Medical Center The IOTA Contractor will use Attainia software (license provided by the Government for use by the IOT&A Contractor) to manage its FF&E for this activation project. The site is in the process of validating FF&E (room content list) for this project. The IOTA Contractor will validate FF&E using the Attainia license. The IOTA Contractor will validate FF&E using the Attainia license. “Validating” in the sense means a generic item has been identified by a specific manufacturer and model has not yet been identified.

The Malcom Randall Medical Center The IOTA Contractor (through the use of Attainia license Contractor support) will validate in the Attainia database. clinical equipment to 95% to generic make/model. The IOT&A Contractor will develop the Attainia list to the Approved phase. “Approve” in this sense means the manufacturer and model has been selected, to include the salient characteristics of the item. The IOT&A Contractor will be responsible for finalizing furniture, fixtures, and artwork with end users with the purpose of moving the items from “validated” to “approved” in the Attainia database. The IOT&A Contract shall upload and update the Attainia database. The IOT&A Contractor shall coordinate with the Attainia Contractor for database training for project maintenance”.

10. Can we assume access to Attainia will be immediately at contract award and we will be able to both access and review the 95% equipment?

Answer: The Attainia license will immediately be made available after award. However, see changes to PWS’ above. The IOTA Contractor is responsible for validating FF&E.

11. Can the Project Director and the Project Manager be the same person?

Answer: Yes, the offeror may provide the same person for both the Project Director and Project Manager positions. Please Note: These positions will be evaluated separately based on their independent requirements as identified in “Attachment A Gainesville IOTA IDIQ Final PWS” section 12.1. Also, per Addendum to FAR 52.212-1 (F)(1) for both of these positions, if the minimum criteria are exceeded in the provided quote then these exceeded requirements will become the minimum requirements under the awardees contract. These new minimum requirements will then be used for all Key Personnel replacement. Finally, if the same person was used for both positions the Government would expect the combined total annual hours proposed would not exceed 2080 in a given year.

12. Is there a schedule determined for IO? Design? Construction? Activation?

Answer: The only schedules that currently exist can be found in Attachments “O” and “P”. The IOTA contractor will be responsible for the IO and Activation schedule.

15. Question: 14.2.3 – Develop a rough order of magnitude (ROM) cost estimate for the FFE&E. Is a ROM to be provided in the Proposal, or will this be calculated as part of a deliverable after award?

Answer: The ROM is a Task Order 1 & 2 deliverable under Section 7.3 Comprehensive FF&E Planning Support, deliverable 031. See Addendum to FAR 52.212-1 for what to submit as part of the proposal.

16. Question: May the project manager have six months from award to obtain PMP certification?

Answer: See answer to question 2

17. Question: May the contractor, in order to provide “best practices to manage cost, schedule, quality, risk, and resources”, and to “provide expertise to support contract execution”, propose alternative timelines for submission of requirements? This can best support the VA, and their desired end state of the TO, to improve sequencing and linkage of the products. The reduction of costs to the government, in terms of manhours and overall project costs, would be the result of this capability if approved.

Answer: Offerors to propose as stated in the solicitation. However, timelines and realistic deliverable due dates will be discussed and determined as information/construction schedules become available.

18. What is the projected/anticipated Award Date?

Answer: The projected IOTA IDIQ award date is NLT September 30, 2019; the Design Build contract is estimated to be awarded July 2019

19. Are all offers due May 15, 2019, at 4:00P Eastern Standard Time or May 27, 2019? Fed Biz Ops shows May 27th where the solicitation states May 15, 2019, 4 PM.

Answer: Solicitation close date has been extended to Wednesday, June 5, 2019 at 4:00PM Eastern Standard Time.
