This is an Addenda to Solicitation (Amendment No. 01) issued by Fermi National Accelerator Laboratory for Solicitation No. 366946_MR, PIP-II Main Ring Crossing project. The amendment was issued on June 15, 2026, with a proposal due date of June 25, 2026. Bidders must acknowledge receipt of this amendment via email to the FFDG Procurement Specialist.

The addenda addresses thirteen clarification questions and answers regarding construction requirements for the project. Key technical clarifications include: MS32 concrete with #9 reinforcing bars top and bottom for the entire tunnel mat; control joint elimination at proposed transition locations; procedures for temporary vehicle security access referenced in specification 010100 Section 1.9L; and protection of existing process utility lines as a subcontractor means and methods issue to be included in the excavation plan. Additional clarifications address demolition temporary walls and dust control, special training requirements for workers per specification 010100 Section 2.2, construction milestone requirements (seven milestones required per Section 3.2), site access and hauling procedures, trailer and storage areas on project site south of Booster Road, impacted materials stockpile routing, existing earth retention system modifications, NPDES permit requirements for sediment basin discharge, and removal of existing stainless steel piping and support structures by the subcontractor with radiation survey procedures. All other terms and conditions of the solicitation remain unchanged.

ADDENDA TO SOLICITATION

ADDENDA NO. 01 DATE OF AMENDMENT: JUNE 15, 2026

SOLICITATION NO. 366946_MR DATE ISSUED: JUNE 15, 2026

PROJECT NO. PROPOSAL DUE DATE: JUNE 25, 2026

TITLE OF PROJECT: PIP-II MAIN RING CROSSING

Bidders must acknowledge this amendment immediately upon receipt by one of the following methods:

• Via email to the FFDG Procurement Specialist

Below are clarification questions received (exactly as written), and FFDG’s answers for the above-referenced solicitation:

Q1: Should whole center mat be MS32 with #9 bars top/btm?

A1: Yes, use MS32 with #9 bars top/bottom for the entire tunnel mat in this area

Q2: If using both bars breaking at CJ does that occur on both ends?

A2: Control joints can be eliminated at the proposed transition locations.

Q3: Please provide the necessary procedure on how to get temporary vehicles through security check points. This would mainly be for deliveries of construction materials.

A3: Please see specification 010100, Section 1.9L (Delivery Escorting)

Q4: See the attached PDF C-7 at the location of where the new stairway is located. It appears that the existing process utilities lines that I have boxed in red (ICW/CHWR/CHW) are going to be in the excavation of that stairway. How are we to protect and support these process utility lines since they are existing? Can you provide a cutsheet of that shows the new stairway and existing utilities where I have put a blue line on C-7?

A4: Protection of existing utilities is a mean and methods issue to be developed by the subcontractor. This will be included by the subcontractor as part of the excavation plan that will be submitted for review by FFDG.

Q5: Regarding the demolition of the existing tunnel. What are temporary walls needed inside the tunnel to stop dust from traveling down? Are there any concerns regarding the concrete being radioactive that would effect the debris removal? If so, what kind of precautions and procedures need to be taken place?

A5: Please see specification 010100, Section 1.9.I (Property Protection) and specification 010100 Section 2.1 (Weathertight Bulkheads) A5: Potential radiation issues are addressed in specification 010100, Section 2.2 (Special Training), section 2.4 (Survey of Excavated and Demolished Materials) and section 2.5 (Impacted Materials Stockpile)

Q6: Are they any special type of training that the construction works will need to do prior to the demo of the existing tunnel? Such as safety classes to perform this work.

A6: Please see specification 010100, section 2.2 (Special Training), section 2.4 (Survey of Excavated and Demolished Materials) and Section

2.5 (Impacted Materials Stockpile)

Q7: In the specs on page 19/20 give the construction milestone dates. Please confirm that the only milestone date for the project is the 330 calendar days for substantial completion after the NTP is issued?

A7: As required by specification 010100 section 3.1 (Notice to Proceed) and 3.2 (Construction Schedule), the subcontractor is required to submit a construction schedule with all seven (7) milestones contained in section 3.2.

Q8: Are there going to be any access restrictions from Indian Creek road over the existing beam tunnel?

A8: Please see specification 010100 section 1.12 (Site Access and Hauling). Normal highway loading will be maintained at all berm crossing.

Q9: Where is the designated area for trailers, laydown, and storage?

A9: Please see specification 010100 section 1.11 (Signage, Parking and Staging Area) and drawing G-4. The project site south of Booster Road, east of Indian Creek Road and west of the existing Main Ring berm can be utilized as well.

Q10: For the Impacted Materials stockpile, is there any access restrictions for this? Is there a certain designated route for hauling?

A10: Please see specification 010100, section 2.5 (Impacted Materials Stockpile). The route will be the shortest distance between the excavation area and the impacted materials stockpile

Q11: For the existing ERS system, are there any modifications needed for the proposed excavation? If so, please clarify.

A11: The subcontractor will inspect the existing earth retention system (ERS) and make modifications/adjustments as needed. Any modifications will be included by the subcontractor as part of the excavation plan that will be submitted for review by FFDG. The cost of any modifications to the existing ERS will be included in the subcontractor firm fixed price proposal.

Q12: Please confirm the nearest point of discharge clean water out of the sediment basin and confirm if this discharge is covered under a NPDES permit.

A12: Please see specification 010100, section 1.9.E (Erosion Control) for NPDES Permit information.

Q13: On the existing main ring berm there are several stainless steel piping, will that need to be protected or removed?

A13: Quality The existing stainless steel piping, support stands and foundations will be removed by the Main Ring Crossing construction subcontractor. Potential radiation issues are addressed in specification 010100, section 2.4 (Survey of Excavated and Demolished Materials) and section 2.5 (Impacted Materials Stockpile)

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
