About this file
This document contains questions and answers related to Bid #S-73000-00000252 (34901) for the provision of self-service kiosks to the Oregon Department of Transportation (ODOT). The bid covers the procurement of kiosks that will be deployed across multiple jurisdictions, including Marion County and the City of Salem. The kiosks must support various vehicle registration transactions, including renewal, registration card issuance, address changes, and fee payments. The bid has specific requirements around the use of serialized sticker stock and the handling of cash payments. ODOT has provided historical transaction volume data for certain transaction types but has not committed to a minimum transaction volume guarantee or upfront investment in the kiosks. The bid closing date will not be extended beyond the original due date.
The document also outlines ODOT's payment and cash handling requirements, including the need to provide exact change to customers paying in cash. ODOT has indicated that checks will not be accepted as a payment method. The successful vendor will be responsible for contracting with third-party locations to deploy the kiosks, but ODOT has not provided a list of preferred geographic locations.

Bid #S-73000-00000252 (34901) Questions & Answers
Q1: Attachment H #72 and 73 lists ?sensitive inventory materials must have a preprinted unique number? as a ?must? requirement, would the State consider the use of a dynamically printed vehicle license plate number as the unique number and allow it to be printed at time of transaction? We currently do this in fourteen States, including ones that have continued to use serialized preprinted numbers, for transactions conducted in office and online. There is no way to know for sure which serial number was issued during a kiosk transaction since it is an unattended transaction. Using the license plate number on the sticker discourages sticker theft as law enforcement can see immediately if the sticker and plate number do not match.
A1: No, a number generated and printed at issuance does not provide for location tracking of the base sticker stock prior to the time of issuance.
See the RFP, page 53, Attachment H, paragraph 1, for instructions on how to respond to “Must” requirements.
Q2: Can the State please provide the product samples referenced in Section 3.5.2?
A2: See Addenda 1
Q3: Will ODOT extend the proposal due date to no earlier than March 18, 2022?
A3: No.
Q4a: Will ODOT consider providing investment upfront, not to purchase or lease kiosks, but to lower the per transaction price charged to citizens who use the kiosk? If so, has ODOT already evaluated feasibility of allocating budget to provide upfront investment?
A4a: No Q4b: Will ODOT commit to a minimum transaction volume and/or revenue amount provided to vendor?– A4b: No Q4c: Will the vendor be responsible for contracting with third-party vendor locations to place kiosks throughout communities?
A4c: Yes. See Attachment H, Section 2.6 Q4d: Does ODOT have a minimum, maximum, and/or estimated number kiosks needed?
A4d: No Q4e: -Does ODOT have a list of specific preferred kiosk geographic locations to share?
A4e: No Q4f: Can ODOT share transaction counts by transaction type for transactions listed in the Attachment H - Transaction Types Supported (p. 55)?
A4f: Answer: Providing transaction counts that will be representative of future transaction counts is problematic due to a major systems changeover and impacts from the Covid pandemic. Total ongoing transaction counts are expected to be higher as DMV transitions back to normal business levels. Below are the total number of transactions that occurred during the last three months of 2021 (i.e., October, November, and December all added together) for the Transaction Types ranked as Must Have:
Renewal of Vehicle Registration and issuance of Vehicle Registration Card and year Stickers:
Field Offices
10,590
89,484
Online
135,576
Total
235,650
Print copy of Vehicle Registration Card:
Online
5,489
Report an address change:
Online
48,826
Payment of driver license reinstatement fee:
Online
3,582
Payment of miscellaneous vehicle fees:
Online
1,919
These transactions were processed via Field Offices, HQs, and online, and these numbers are not intended to all be processed via Kiosk terminal in the future.
Q5a: When collecting payments, cash is to be considered. Will the ODOT require that we provide exact change, down to the penny, back to the customer after completing a cash transaction?
A5a: When a customer pays with cash, they shall receive exact change back. DMV may consider a solution which provides change at dollar increments. This may be negotiated with the successful proposer.
Q5b: Will there be some kiosks that require cash, and other locations that only accept card payments?
A5b: See Attachment H, items 14 & 15 Q5c: Will checks be a viable option for payment?
A5c: No. See Attachment H. Section 80 (k)
Q6: Will ODOT extend the proposal due date to no earlier than March 18, 2022? (Schedule: 1.2 - Schedule, Pages 4-5) A6: No
