About this file

This is Amendment No. 1 to Invitation to Bid (ITB) No. 34401-13956 issued by the Tennessee Department of Disability & Aging for Middle Tennessee Emergency Generator Maintenance, effective October 1, 2026. The amendment addresses vendor questions and clarifies ITB requirements for emergency generator maintenance services at Middle Tennessee locations, including inspection, preventive maintenance, testing, repair, and emergency service on eleven generators ranging from 80 to 750 kilowatts. The scope encompasses annual and quarterly inspections for six generator models, diesel and gas load bank testing, and hourly rates for technician labor across multiple skill levels. The contract term is five years with a state option to extend 180 days under the same terms. Respondents must submit sealed bids by October 14, 2026 at 2:00 PM CDT, with questions due September 30, 2026 at 2:00 PM CST. A site visit at Monroe Hall in Nashville is available but not mandatory. This is a single-award contract to the lowest-cost responsive and responsible bidder.

The amendment clarifies that the current incumbent contractor is Clarke Power Services Inc. and establishes that prospective vendors may not subcontract work without prior written approval from the State, with subcontractor information to be submitted during the bidding process. Contractors must maintain 24/7 availability with two-hour emergency response times and 24-hour non-emergency response times (excluding weekends and state holidays). All work requires manufacturer-approved parts and compliance with manufacturer procedures, with warranties on parts and labor for one year and parts billed at vendor cost plus 15 percent. Respondents must be registered with the Tennessee Supplier Portal and comply with state contractor licensing requirements. Insurance requirements include workers' compensation, commercial general liability with minimum limits of $1 million per occurrence and $2 million aggregate, automobile liability, and professional liability.
