About this file
This document is a Questions and Answers (Q&A) file for Invitation for Bid (IFB) 33-5037, concerning the sale of off-specification aviation fuel at MCAS Miramar. The Q&A addresses three key questions from potential bidders: (1) confirmation to use the OPIS Los Angeles Pipeline Jet Fuel Prompt Average USD cts/gal index for pricing, (2) clarification that 150,000 gallons is the total estimated volume for the entire 3-year contract term, and (3) guidance on product inspection and sampling procedures.
The associated federal contract opportunity is a surplus property sale by the Defense Logistics Agency, specifically for used turbine aviation fuel intended for energy recovery. The fuel may contain contaminants from aircraft maintenance and will only be sold to purchasers who can demonstrate compliance with local, state, and federal regulations governing off-specification fuel usage. Potential buyers are advised to review all contract terms, with the option to request a tank profile from the Generator and conduct independent laboratory analysis at their own expense. The solicitation emphasizes that this is not a service contract, but a sale of surplus property with specific regulatory requirements.

Questions submitted on IFB 33-5037 Off-Spec Aviation Fuel, MCAS Miramar
Question 1) Can you please confirm whether bidders are to use the low average or the average?
Answer: Bidders are to use the OPIS Los Angeles Pipeline Jet Fuel Prompt Average USD cts/gal (Product Code O10079D), which is the average for that index, not the high or low.
Question 2). Is the 150,000 gallons over the lifetime of the contract? Or is this annually for each of the three years?
Answer: 150,000 gallons is the estimated total for the 3 year Term
Question 3) If testing will not be performed, would the government consider sharing a photo of a sample of the product in clear glass?
Answer: The IFB allows for inspection during the auction period; you can contact the POCs listed in the IFB under inspection to arrange that. Per the IFB, you can request a profile from the generator as well as perform your own lab analysis. There are contingencies in the SBR (sales by reference) that cover description of property; SBR sections are referenced in the IFB and a copy of the SBR is attached to the auction.
