About this file
This is Addendum No. 2 to an Invitation for Bid issued by Hanover County, Virginia's Finance and Management Services Department for yard waste processing services under contract number 26-05-3340SH. The addendum modifies the original bid submission deadline from March 26, 2026, at 3:00 PM to April 2, 2026, at 2:00 PM. The services encompass recycling, processing, and removal of yard waste from two designated collection sites: the Mechanicsville Convenience Center and Hanover County Transfer Station. The contractor must provide all necessary containers, equipment, labor, supervision, transportation, and materials to process leaves, brush, limbs, wood pallets, and non-chemically treated wood products into mulch suitable for landscaping. Services include operating yard waste processing equipment, performing magnetic separation to remove metal contamination, and hauling processed materials to approved locations in compliance with Virginia Department of Agriculture quarantine mandates. Processed materials must pass a 2-inch by 2-inch screen unless otherwise specified. The initial contract period extends from the date of award through March 31, 2027, with options for up to four additional one-year renewal periods.
The addendum updates line items 1 through 9 in the eVA Marketplace to reflect correct quantities as specified in Section 4 of the original procurement documents. Pricing shall be submitted on the county's official form with hourly rates for equipment services including track loader, dozer, rubber-tire loader, excavator, and articulated dump truck with operators, as well as cost-per-cubic-yard rates for grinding services designated as "grind and leave," "grind and remove," and hauling without grinding. The pricing schedule also includes a rate for removal of oversized wood requiring excavator, operator, and trucking services. Bidders must acknowledge receipt of this addendum either prior to the submission deadline or attach the signed acknowledgment to their proposal, in addition to signing the original bid document. Price adjustments during contract renewals are limited to the percentage change in the U.S. Bureau of Labor Statistics Consumer Price Index for All Urban Consumers.
