1 Could you please clarify Selection Criteria E. “Firms servicing Mt. Hopkins shall be located within 100 miles of the SAO facility in the Tucson area.”
Applicants will need to demonstrate how they will be able service the SAO FLWO facility locally in a timely manner. A- E teams within the 100 mile proximity will be given greater consideration.
Is this a hard requirement for the prime Architect firm? Would a Los Angeles based firm (our office location) still receive consideration?
2 Will there be any Audio/Visual needs for this project?
And if so, will SI be I charge of it or is it being carried by the A-E or GC? Thank you for your time.
If required, AV consultants would be part of the A-E design team.
3 Would our firm be ineligible for this IDIQ contract due to our location being in Phoenix, AZ, 165 miles away from the Mt. Hopkins, exceeding the specified proximity requirement of within 100 miles of the SAO facility in the Tucson area as outlined in Section E. of the criteria?
Applicants will need to demonstrate how they will be able service the SAO FLWO facility locally in a timely manner. A- E teams within the 100 mile proximity will be given greater consideration.
4.1 Is the location requirement intended for the prime
firm and subconsultants? We would like to include some specialty consultants from outside the Tucson area. Is this acceptable?
Specialty consultants may be outside the 100 mile proximity but should be virtual meetings. A-E teams within the 100 mile proximity will be given greater consideration.
4.2 Can you clarify the hazardous materials abatement
requirement? We are including a consultant on our team who will survey and monitor the abatement but not perform it themselves. Are you requiring that we include a contractor on our team that would perform the actual abatement?
The hazardous materials abatement requirement is for the Survey, evaluation and design of the remediation only, not removal. Note: correction to add "not"
4.3 You are requesting a security consultant. Are you
looking for electronic security or physical security?
Excerpts from standard SI AE Scope document: "Security and Life Safety: At a minimum, the design team shall include specialized consultants for physical and electronic security, Life Safety and fire protection. The specialist consultants’ efforts shall fully convey the anticipated design and construction requirements for each related discipline..."
"Physical Security Consultant – At a minimum, the design team shall be led by personnel maintaining ASIS Board Certifications. Acceptable certifications are Certified Protection Professional (CPP) and Physical Security Professional (PSP)."
5 Could you please clarify Selection Criteria E.

8.1 The SF330 available for download via the U.S.
General Services Administration’s website says it expired on 2/29/2024. Are we to download and fill out this form regardless of the Expiration Date?
Yes, refer to https://www.acquisition.gov/far/36.702
8.2 Section H: what are you expecting to see in this
section
Provide any additional relevant supporting information.
9.1 For Section F of the SF330, is there an ideal, minimum, or maximum number of projects to include?
Relevance is the operative criteria. From the SF330, "EXAMPLE PROJECTS WHICH BEST ILLUSTRATE PROPOSED
TEAM'S QUALIFICATIONS FOR THIS CONTRACT (Present as many projects as requested by the agency, or 10 projects, if not specified. Complete one Section F for each project.)"
9.2 Is there a preference for subconsultants to be
operating in Arizona?
Applicants will need to demonstrate how they will be able to service the SAO FLWO facility locally in a timely manner.
A-E teams within the 100 mile proximity will be given greater consideration.
9.3 If we are on another Smithsonian IDIQ that has
consultants not operating in Arizona, is it recommended that we keep that established team or use local Arizona consultants?
This will be a different IDIQ. Applicants will need to demonstrate how they will be able to service the SAO FLWO facility locally in a timely manner. A-E teams within the 100 mile proximity will be given greater consideration.
9.3 Can you clarify what you mean by "Firms unable to
accept hazardous materials abatement projects" - is this pertaining to insurance requirements?
The hazardous materials abatement requirement is for the Survey, Evaluation and Design of the remediation only, not removal.
9.4 If the submitting firm does not have direct
experience in astrophysical research and observatory facilities, is it acceptable to have a consultant with that experience?
Applicants will need to demonstrate how they will be able service the design work along with their consultant team members.
9.5 Can you expand on what the following service
entails: developing design build request for proposals? Do you anticipate a delivery method for most of the work and, if so, will this be design-build?
The AE will produce procurement packages for all types of project delivery methods depending on the nature of the project> Although "Design, Bid, Build" is the usual delivery method, there is occasional need for "Design Assist" and "Design Build."
