2 3A Projects submitted must be only from the past 10 years…” Please advise if these projects can be in progress or if they need to be completed.
Projects that have completed construction are preffered.
3 3E Firm location in reasonable proximity of Smithsonian Institution facilities, especially Washington, DC.”
Please advise if New York City is considered within proximity.
New York City will be considered. Proximity of competing firms to DC is a ranking factor.”

4 1 Contract Information “size standard is $8 million” reference. Could you please clarify what this refers to specifically? Is this related to the annual revenue of the Prime responding firm or something else?
To be eligible for government contracts reserved for small businesses, your business must meet size requirements set by the SBA. These size standards define the maximum size that a business — and its affiliates — can be to qualify as a small business for a particular contract.
To determine if your business qualifies as "small" for government contracting purposes, use the SBA’s Size Standards Tool. https://www.sba.gov/size-standards The NAIC code is 541310, size standard is $8 million

5 4 For SF 330 Section F. Example Projects, how many projects do you require? Ten project examples are requested. Anything over ten will not be considered.
Part I of the SF 330 shall have a page limit of 125 pages. A page is one side of a sheet. Font size shall not be less than 12 font.
6 2 PROJECT INFORMATION under DESCRIPTIONS mentions “security systems” as one of the services SI may require. Are you referring to the design of electronic security systems such as cameras, lighting, door locking systems or physical security including developing vector studies and the design of bollards or other crash barriers?
SI uses both physical security and electronic security design services Consultants for these security disciplines should be included with your teams initial SF330.
OPDC
7 2/3b PROJECT INFORMATION indicates zoological parks to be a possible project type. However, the SELECTION CRITERIA section does not include this as a type. Will zoological parks be part of this contract? If so, will we need to include relevant zoological specialty services?
Zoo consultant is required, however, zoo projects don't need to be submitted.
8 4 Since the “brief letter on company letterhead” is to be submitted loosely, shall it also be included in the bound copies as well?
Preface the submission with an attached original and loose copy of a brief letter on company letterhead.
9 4 Can we use an 11x17 size sheet for any part of the Part I submission, i.e. org chart or any graphics? No, 11X 17 sheets are not permitted. OPDC
10 4 We are presuming the cover page, table of contents and tab pages (both sides to each) will be counted as part of the 125-page count. Please confirm.
Yes, both sides of each page will count towards the 125 page limit, including:
cover pages, table of contents and tab pages.

11 Would it be permissible (or for any specific reason recommended) to include in a team more than one specialist subconsultant of a certain type (e.g., two different structural engineers)? I imagine this could be done for several reasons: to balance specific types of project experience, to include certain small subconsultant businesses without excluding a larger & trusted collaborator, to provide potential staffing flexibility over the life of the IDIQ contract, etc. I know that the list of required expertise is long, and I’m reluctant to make it too much longer, but it would be helpful to know how Smithsonian might think of this point.
Multiple consultants for the same discipline are allowed, however the firm should specify the role and reason for multiple sub consultants of the same discipline
12 Can the SF330 forms be modified in anyway? Forms should not be modified. OCON
13 4 Is there a maximum # of pages allotted for each project listed in Section F? See RFI #5 OCON
14 3B Compliance was added as a required consultant/expertise in Addendum 1, Item 1.i. Could you please define the range of expertise being requested more specifically? There is a wide range of definitions for this term. Is this a consultant to be engaged to address conformance with the requirements of Code of Federal Regulations such as CFR Title 2, Subtitle B, Chapter XXXI, Part 3187, for example? Are you looking for experts to confirm that all of the rules, codes and regulations, including ADA and mandates for handling sensitive materials are being followed or does this have more to do with employment issues like equal opportunity and affirmative action compliance? Or are you looking for one team member to affirm compliance with the requirements of the contract and project?
A compliance consultant is not required. To be deleted from required list of consultants.
OPDC
15 3B Can you confirm that the consulting team would not be responsible for compliance with rules, codes and regulations regarding objects/collections that have been or may be acquired or deaccessioned by the Smithsonian Institution.
There is no “Code” for collections. The A/E will not be responsible for “compliance”
OPDC
16 A “Data Systems” consultant is required for this IDIQ. By “Data Systems” do you mean the active electronics? Would the winning team be supplied with the current NASM IT network standards and would the intent be for the data systems consultant to design a new standard, or implement the current standards into the project?
Registered Communications Distribution Designer OPDC
17 I saw that new SF330 forms were released. In the past, we have been permitted to format these forms with our fonts, colors, etc. while retaining the same basic structure and information. So may we use SF330 forms where colors or fonts have been formatted in Microsoft Word to make the package more legible? Or would you prefer the use of the basic fillable form?
Forms should not be modified ( no changes to the language of the form). The information you put in the form can be formatted. Font size shall not be less than 12 font.
OCON
18 In researching past awardees, it seems Smithsonian has never awarded to a prime engineering firm.
Would the Smithsonian be open to awarding to a small business engineering firm as the prime? Or is an architectural prime preferred?
Engineering firms will not be considered as this solicitation falls under the 541310 Architectural Services
OPDC
19 3D Selection Criteria D – In reference to past performance, is Smithsonian looking for PPQs/CPARS to be submitted for the projects provided in Section F of the SF 330? If so, will these PPQs/CPARS be counted against the 125 page limit?
No past performance forms or information need be submitted. Ensure that contact information on the submitted projects is up to date and accurate.
20 3F Selection Criteria F - how would you like our computer capability shown? Is a narrative explaining our familiarity with the recommended software acceptable?
A list of relevant computer capabilities, accompanied by narative explaining the prime and consultant approach or unique specialty in using them.
OPDC
21 4 Submission Requirements state 2 hard copies and an electronic PDF copy are required. Should the electronic copy be provided via email/CD/or flash drive?
Electronic submissions need to go to the contract specialist: grantca@si.edu OPDC
22 Amendment 1 included a list of additional consultants that should be included as part of the team.
Can you please elaborate on the “Compliance”, “Data Systems”, and “Aquatic Life Support Systems” roles? Are there any specific licenses/registrations required for these roles?
Compliance has been removed.
Data System see item 16 Aquatic Life Support Systems is based on experience
OPDC
23 Monday, 2/21 is a federal holiday and thus gives respondents less business days to coordinate and complete our submissions. Will you consider extending the due date?
See RFI #29 OCON
24 The answer given in response to Amendment 2 Question 5 states that the text used for Section F should be 12-point, however the answer given in response to Amendment 2 Question 12 states that the SF330 forms should not be modified. The standard editable version of the PDF SF330 form sets the typical font size at 10pt. Considering the instruction to not modify the standard forms, is the standard 10-point font size acceptable? Or, if 12pt is indeed desired, can it be limited to Section H only?
See RFI #17. OCON
25 Can you please clarify the role of the compliance consultant? See RFI 22 OCON
26 Please provide a list of Smithsonian properties, including tenant agreements, in the area of work (per RFP - 85% of work in DC, MD, VA, other 15% in AZ, FL, HI, MA, NJ, NY, PA, Panama, and Belize).
A list of Smithsonian properties is not required for you to prepare your proposal. OPDC
27 Please consider permitting the use of 11 x 17 for the Organizational Chart. The addition of 12 disciplines in Amendment 1 (total of 24 required disciplines) would be very difficult to fit on an 8.5 x 11 sheet in size 12 font.
See RFI #9
28 Please consider excluding the cover page, table of contents, and dividing tabs from the SF330 Part I page count and/or increase the page count to accommodate the Amendment 1 addition of 12 required disciplines which will need to be provided with resumes.
See RFI #10 OPDC
29 Please consider extending the submission deadline to accommodate the Q&A period and need for additional consultant teaming.
The deadline for submission EXTENDED no later than Tuesday, March 15, 2022 by 2:00PM ET.
OCON
30 The solicitation indicates that Part I of the SF300 must be submitted for the prime firm. The instructions on Form SF330 Section E indicate to provide resumes for each key personnel proposed for this contract, grouped by firm. Can you please confirm what is requested?
The SF330 Part I and II form the entire proposal. Part I shall be structured to represent the entire team, including Prime and Sub consultant experience and resumes. A SF330 Part II should be submitted for each firm.
OPDC
31 Can you please provide a review copy of the "standard, unmodified, Smithsonian A-E contract" referenced in Section 4 of the Smithsonian IDIQ contract opportunity?
The successful firms will be provided a draft contact for their review during negotiations.
OCON
32 We understand that prime firms must be designated as small businesses, but is the small business status of a team's consultant firms also factored into the selection criteria?
The small business prime contractor must provide at least 50% of the contract cost for personnel.
