QUESTIONS AND ANSWERS

1. QUESTION: Does Helvetica refer to Helvetica 45, 12 pt font or Helvetica Neue LT, 12 pt font?
ANSWER: Offerors shall be either Helvetica 45, 12 pt font or HelveticaNeueLT Med Std, 12 pt font. See Amendment 0003, 1, a) and the Solicitation, Section L, L-003, PART I, (a), (2).
2. QUESTION: Are we able to submit our digital proposal volumes in PDF format (and Excel, where appropriate) instead of Microsoft Word?
ANSWER: Submission of Volumes I, II, and III in either Microsoft Office Word or Adobe .pdf format is acceptable. See Amendment 0003, 1, b) and the Solicitation, Section L, L-003, PART I, (e), (2).
3. QUESTION: Is there a Section A missing from the solicitation?
ANSWER: No. Section A is the Standard Form 33 – Solicitation, Offer and Award as specified in Section 11 - Table of Contents on the form. In accordance with the Solicitation, Section L, L-003, PART I, (g), it shall be included in Volume I.
4. QUESTION: Do all team members (firms) have to register with SAM?
ANSWER: No. Federal Contracts are awarded to a single prime Contractor. Only the Contractor, legally established and registered in SAM, in whose name the proposal is submitted is required to submit the required information.
5. QUESTION: Will a Joint Venture made up of multiple firms be acceptable as long as the JV application has initiated the SAM registration process, with the intention that final registration of the JV entity will be achieved in advance of contract execution?
ANSWER: No. As is stated in the Solicitation, Section L, L-003, PART I, (g), (2):
· Evidence of current registration in SAM (System for Award Management). Offerors not registered in SAM as of the date of proposal submission will be determined to be non-compliant with a material requirement of the solicitation and their proposal will be rejected without review.
6. QUESTION: Are we required to include the full text of Section L as the first item in Volume I, following the title page and table of contents?
ANSWER: No. As stated in Section L, L-003, PART 1, (g), (2), 1st bullet: “RFP including acknowledgement of all amendments and Section K (completed), signed by a Corporate Officer. Section L and Section M need not be included as part of the proposal but see Section B, B.3.” (Bold added for clarity).
7. QUESTION: Are we able to include graphic materials (sketches, diagrams, vignettes. Etc.) as a part of the Volume II proposal?
ANSWER: Yes. Offerors may include diagrams, images, photographs, sketches and/or vignettes, consistent (not in addition to) with the page limitations specified for each Section of the Technical Proposal. See Amendment 0003, 1, c) and the Solicitation, PART I, (h), (1), (a), (1), (c). See Amendment 0003, 1, d) and the Solicitation, PART I, (h), (1), (c), (3), (c). See Amendment 0003, 1, e) and the Solicitation, PART I, (h), (1), (b), (2), (d).
8. QUESTION: Should we only submit resumes for the Program Manager Principal, Placemaking Principal, and Architect Principal, or also for other key members of our team?
ANSWER: The Program Manager Principal, Placemaker Principal and Architect Principal are the only positions identified in the Solicitation, Section H, H-014 Key Personnel for whom resumes, including experience, are required. To accomplish the performance of Task Order 0001 and Task Order 0002, Offerors may propose additional personnel under each or all of the Key Personnel. Such personnel, by labor category, shall be specifically identified in each Task Order and the basis for proposing the labor category, including rates and hours, shall be identified in BOEs (Basis for Estimate). Each labor category proposed and the hourly rate shall also be included in Attachment 10, Section B, Labor Category and Rate Breakout Table. Offerors may also propose subcontractors, including consultants, under Other Direct Costs. Subcontractors shall be specifically identified in each Task Order and the basis for proposing the subcontractor, including work to be performed and cost, shall be identified in detail in BOEs (Basis for Estimate).
9. QUESTION: Please clarify the elements you expect in a Tier 3 Performance Work Statement.
ANSWER: There is no standard template or outline for a Performance Work Statement. In general, Task Order 0002 – Program Vision SOO has five (5) inter-related objectives which the Kennedy Center considers to be key considerations in developing a master Program Vision. For each objective Offerors shall propose their vision of the work to be performed, how the work shall be accomplished, the deliverables associated with accomplishing the objectives, and a schedule of meetings with the Kennedy Center Program Office and/or other Kennedy Center principals for discussions concerning vision, process, progress, and outcomes.
L-003-k Volume IV – Cost Proposal
10. QUESTION: Should the proposal (in this volume and elsewhere) be limited to PM, Placemaker and A/E only?
ANSWER: No. The cost proposals for Task Order 0001 – Program Management and Task Order 0002 – Program Vision should include all direct personnel and subcontractors (if any) required to perform them.
Requirements for future Task Orders issued under this Contract may include, for example, Design, Development and Construction Documents and/or Construction Administration. Cost proposals for future Task Orders will be solicited when the requirement is identified. The Contractor should include all direct personnel and subcontractors (if any) specific to perform those Task Orders at that time.
11. QUESTION: Given the many variables of time, opportunities, consultants – is pricing considered firm?
ANSWER: Yes. Proposals for performance of Task Order 0001 and Task Order 0002 shall include a complete breakout of all labor categories, labor rates and labor hours and shall include a BOE (Basis of Estimate). Other Direct Costs shall include, but is not limited to, all subcontracts with sufficient detail, including BOEs, to support the reasonableness of the proposed costs. Future Task Order requirements will generally be solicited and awarded on a Firm Fixed Price (FFP) basis (Such as Task Order 0001) but, on occasion may be solicited and awarded on a Fixed Price Award Fee (FPAF) (Such as Task Order 0002) basis.
12. QUESTION: Are we required to submit subcontractor qualifications and cost for the full team that will be required for Task Order 0001 and 0002.
ANSWER: Offerors shall propose the full range of labor categories, including hourly rate and proposed hours for direct employees and subcontractors, if any, including cost required to perform Task Order 0001 and Task Order 0002. Additional labor categories and/or subcontractors may be proposed in response to future Task Order requirements. All proposed labor categories and their associated hourly rate shall be included in Attachment 10, Labor Category and Rate Breakout Table for the base period and all option periods.
13: QUESTION: Do we have to use the forms (rates, experience, cost) exactly as presented?
ANSWER: Yes. Offerors may increase the number of lines available for labor categories and Other Direct Cost in Attachments 10, 11 and 12 to that needed to provide a complete breakout of all labor categories and all Other Direct Cost elements.
14. QUESTION: Does the Kennedy Center team consider the JFK Memorial Visitor Experience Strategy document to provide close guidance for the visitor aspects of the project or is further development expected to be carried out as part of the project?
ANSWER: No. The JFK Memorial Visitor Experience Strategy may serve as background information related to the initial intentions behind the JFK Memorial. No further development is expected. A copy of the document is provided as Attachment C to this Amendment.
15. QUESTION: The roles of Placemaker and Architect may not be as neatly defined as described in the RFP. For example, the Task 0002 work seems appropriate as a collaboration of the two key roles, along with staff members within the respective offices. Will this be acceptable?
ANSWER: Yes. The intention is that the roles of Program Manager, Placemaker, and Architect may shift from Task to Task and even within Tasks over time. Each play an important role in the development of the overall plan.
16. QUESTION: Is it required for Offerors to enter into a formal joint venture?
ANSWER: Establishing a Joint Venture is not an absolute requirement. Offerors should propose the structure they believe to be most effective. However, see the answer to 4 above.
As stated in the Solicitation, Section M, M.3, 3.3.3(c): “The Offeror’s Corporate structure. The Government has a high, but not absolute, preference for a Joint Venture, legally established, in which a "Placemaker" initially leads and a "Designer" supports but that, as concepts or schematic designs are approved, the lead will reverse but both will remain fully engaged.”
If a Joint Venture, legally established and consisting of a Placemaker Corporation and an Architect-Engineer Corporation, and any other Corporate type of Offeror are both evaluated as “Exceptional” and only one will be determined to be within the Competitive Range, the Joint Venture will be selected. If the number of Joint Venture Offerors selected to be within the Competitive Range is less than the total number for which an efficient competition may be conducted (See the Solicitation, Section M, M.2, (d)), other types of Offerors, including, for example, a Placemaker Corporation or an Architect-Engineer Corporation or an Integrator Corporation, may be determined to be within the Competitive Range, dependent upon their evaluation.
17. QUESTION: While the Kennedy Center envisions the successful offeror may be a Joint Venture is it a requirement that the Key Personnel (Program Manager Principal, Placemaker Principal, Architect Principal) all be employed by the same firm if a team chooses not to enter into a Joint Venture?
ANSWER: No.
18. QUESTION: Confirm 4% and 6% are “profit” on top of total cost (direct costs - labor, material, Other Direct Costs plus indirect costs and G&A). The award fee would therefore allow a maximum of 10% profit.
ANSWER: Correct. This is applicable to Task Order 0002 and may be applicable to future Task Orders.
19. QUESTION: Can you confirm the schedule for Task 002 is 8 months?
ANSWER: It is the responsibility of Offerors, in developing the PWS, to propose a Task Order 0002 completion schedule, given the goal to have substantive elements of the Memorial Interpretation in place and functioning by the Fall of 2021. The design of these cohesive elements should be organized so as to be completed within this timeframe.
20. QUESTION: Is the deadline for submission of past performance questionnaires the same as the proposal submission date requirement?
ANSWER: It is desirable to receive past performance questionnaires as close to the proposal submission date requirement as possible. However, the Government will accept past performance questionnaires for at least one week after the RFP submission date deadline.
21. QUESTION: Is the landscape design for the addition complete?
ANSWER: Yes. The landscape designer for the Kennedy Center Expansion Project is is Edmund Hollander, Landscape Architects.
22. QUESTION: Will we be provided drawing/diagrams of the current building and grounds?
ANSWER: A set of Kennedy Center Database Drawings, dated 08/06/2014, are provided with as Attachment D to this Amendment. Offerors might also visit the Kennedy Center Virtual Tour at https://www.kennedy-center.org/Pages/VirtualTour/. Additional documentation will be made available to the successful offeror following Contract award.
23. QUESTION: Is it possible for a Placemaker to be proposed on more than one team?
ANSWER: Yes.
24. QUESTION: Is there a budget established for the Program?
ANSWER: No. As was stated during the Pre-Proposal Conference, the JFK Memorial Design and Development Program is but one of several requirements for which funding will be allocated from the limited budget which the Kennedy Center receives from the Federal Government. This yearly budget is between $13 and $15 million in appropriated funding for capital projects for the Kennedy Center. In each year of the contract, the memorial interpretation work will be funded as one of those projects.
25. QUESTION: What type of contracts qualifies as a “placemaker” contract?
ANSWER: In the context of the JFK Memorial Design and Development Program, contracts which “intentionally leverage the power of arts, culture and creativity to serve the community’s interest while driving a broader agenda for change, growth and transformation in a way that also builds character and quality of place.”
26. QUESTION: Is it possible that KC will select multiple design firms if no single firm or team meets the qualifications of the RFP?
ANSWER: No. The JFK Memorial Design and Development Program contemplates the award of a single contract to the Offeror whose proposal offers the best value for the Kennedy Center. There is no provision for a split award. As stated in the Solicitation, Section M, M.2, (b): The Government reserves the right to make no award as a result of this solicitation.
27. QUESTION: Can other tours be scheduled (prior to the proposal due date) by potential offerors?
ANSWER: Yes. Tours can be scheduled by calling the Tour Desk at 202-416-8340 or by completing a tour request at https://www.kennedy-center.org/pages/visitor/tours#vip. Offerors might also visit the Kennedy Center Virtual Tour at https://www.kennedy-center.org/Pages/VirtualTour/.
28. QUESTION: Have you considered building hardening; i.e.: use of buffers, water features, etc.? The Kennedy Center is iconic; the design integrity should be respected.
ANSWER: Offerors may include as part of their Task Order 002 proposal, safety measures that both enhance the visitor’s experience and the visitor’s safety.
29. QUESTION: Is the requirement for an urban planning degree for the lead prime still firm?
ANSWER: There is no requirement for an urban planning degree. The qualification requirements for the Placemaker Principal includes a “BS degree or higher in Urban Design or related discipline from an accredited college or university, or equivalent industry experience.”
30. QUESTION: What is the expected presentation information (It was missing from the RFP, p. 59 of 67)?
ANSWER: In accordance with the Solicitation, Section L, L-003, Part II, (c), (3), the presentation elements to be addressed in the Oral Presentation will be provided to only those Offerors determined to be in the competitive range who are requested to make an oral presentation.
31. QUESTION: Does the KC have existing brand strategy that outlines its essence positioning, key messages, etc.?
ANSWER: KC is in the final process of developing a branding strategy and related brand mark, but they are not yet ready for public release.
32. QUESTION: Why is there no diversity participation requirement?
ANSWER: In accordance with its enabling legislation, the Kennedy Center is not subject to the requirements of FAR Part 19.
33. QUESTION: What were the goals of the extension and is that a leadership vision for the full integration?
ANSWER: The Kennedy Center Expansion, now called the REACH (for Renew, Experience, Activate, Create, Honor) will be an integral part of the Kennedy Center. The new spaces in the REACH are designed to be flexible and offer more spaces for performances, artistic expression, informal gatherings, learning and community engagement. They will provide an environment in which artists, audiences and visitors will be able to embrace all art forms, immerse themselves in arts education experiences, and encourage collaboration in the community. This vision will be integrated throughout the Center.
34. QUESTION: Is there a market and financial feasibility study available?
ANSWER: No.
35. QUESTION: Do you have a through-put analysis available (by day part)?
ANSWER: No. Visitor metrics are a focus for Task Order 0002.
36. QUESTION: Operations “as usual” during repositioning?
ANSWER: Generally, yes. However, it is recognized that some interventions may require the temporary relocation of events and/or services to another location within the Kennedy Center.
37. QUESTION: Do we need to have a general contractor on the team at this time?
ANSWER: No. The Kennedy Center will contract separately for a general contractor for all construction work.
38. QUESTION: Was an effort like this considered or performed as a pre-design for the expansion? If performed, why being re-considered?
VB ANSWER: No. An effort like this was not considered or performed as a pre-design for the expansion.
39. QUESTION: What are the KC internal and external departments/stakeholder groups who would be part of the meetings schedules?
ANSWER: The stakeholder groups will vary depending on the topic and internal expertise, but the Kennedy Center President, VP of Institutional Affairs, the SVP of Operations, the SVP of Development, SVP of Marketing and Public Relations, and SVP of Programming will designate stakeholders as appropriate to the Task Order. The Kennedy Center Program Manager will be the primary point of contact for performance related issues and the Contracting Officer will be the primary point of contact for all Contract related issues.
40. QUESTION: Task order 0002: Should each objective be on its own performance work statement? Are the accompanying narrative, schedule, and deliverables for each objective?
ANSWER: As should be clear from the pricing requirements set forth in Attachment 20, Task Order 0002 – Program Vision Price Proposal, each objective set forth in Attachment 21, Task Order 0002 – Program Vision must have separate narratives, schedules, deliverables and pricing. The work on the objectives individually is meant to be interactive, development of the performance work statement for individual objectives forming the basis for development of the Program Vision with a matrix of schedules and deliverables.
41. QUESTION: Please clarify whether or not we need to submit the following forms as part of our proposal. These attachments were not mentioned in Section L-003:

42. QUESTION: Page 7 of 25 from pre-proposal conference slides CORPORATE EXPERIENCE. Can you help us understand the scope of this project? Please provide a list of any three (3) placemaker and three (3) A/E projects from the past ten (10 years) similar in scope to the Kennedy Center's proposed project?
ANSWER: The scope of experience the Kennedy Center requires is the proven ability to integrate and execute a long-term program for outdoor/indoor public spaces with functional, visionary design that realizes the program over time with minimal disruption during continued use.
43. QUESTION: page 9 of 25. Can you elaborate on the meaning of: " LACK OF PAST PERFORMANCE EXPERIENCE IS NOT EVALUATED AS A NEGATIVE BUT MAY AFFECT THE PAST PERFORMANCE RISK EVALUATION."?
ANSWER: A corporation which has no relevant past performance experience would be evaluated as having a moderate level of risk. All other things being equal, a corporation with outstanding or exception past performance experience would be selected over one having no past performance experience.
44. QUESTION: Is it expected the bulk of the Task Orders issued under this Contract for the planning and implementation of the public space renovations or modifications will be completed prior to 2021? Will additional work be added as a follow-on for the remaining two years of the IDIQ?
ANSWER: The goal is to have substantive elements of the Memorial Interpretation in place and functioning by the Fall of 2021. The design of these cohesive elements should be organized so as to be achievable to final completion within this timeframe. Follow-on work may be required based on the requirements of implementing the overall Plan.
45. QUESTION: According the instructions, Volume III requires us to include Attachment 9, but Attachment 9 is to be emailed directly to the Kennedy Center from clients. Since proposers won’t have access to the completed forms, what would the Kennedy Center like proposers to send in Volume III?
ANSWER: Offerors shall provide the Customer Identification Information required in the Past Performance Questionnaire, Section II as part of their proposal. The Government may use this information to contact customers who fail to submit the Past Performance Questionnaire in a timely manner. See Amendment 0003, g and the Solicitation, Section L, L-003, PART I, (j), (a), (1).
46. QUESTION: Proposal instructions, page 49 of 67, state that “No cost data of any kind shall be included in any volume except Volume IV.” However, the following forms, required for Volume II and Volume III, all request cost data. Please confirm that we may include the required cost data on the forms provided in Volume II and Volume III.

ANSWER: Yes. The price information provided is relevant to Corporate and personal experience and Corporate past performance and is a measure of prior work price value. This information is not relevant to the cost and/or price proposed for the current requirement.
47. QUESTION: Can we assume the visitor enhancement plan may include the below?
1) Ticketing and Loyalty program advisement
2) Service and staffing changes
3) Digital Web and mobile
ANSWER: The Kennedy Center defines Visitors as those persons coming to the Center to see the living memorial to President Kennedy. The Kennedy Center defines Patrons as those persons coming to the Center to see a specific program, or participate in a specific event. The Kennedy Center defines Guests as the combination of Visitors and Patrons. Visitor enhancement may include 2) and a portion of 3) above, but would not include 1) as Ticketing pertains solely to Patrons.
48. QUESTION: What plans may be in place for the website?
ANSWER: See question 47 above. The Kennedy Center is currently re-designing the website to accommodate better Patron access. Some of these elements may affect Visitors (pre-purchase parking). Some website activity may involve Visitor wayfinding and Visitor information. The Offeror Team will have input, but not responsibility for this re-design.
49. QUESTION: What restaurant / staffing / security contracts currently exist and how may limitations from those contracts impact Visitor Experience planning?
ANSWER: The Concessions (Restaurant, Catering, and Intermission Bars) contract is on an annual renewal through September 2019 and will undergo an RFP through a non-federal process in 2018. Visitor Experience Planning will impact this RFP. A five year Security contract was awarded through a federal process in 2017 and will expire in 2022. Modifications can be made to this contract through the change order process.
50. QUESTION: For Memorial interpretation what are the key themes you see essential to be covered in the re-envisioning?
ANSWER: The Kennedy Center Strategic Plan 2016 – 2021, provided as an Attachment to Amendment 0001, outlines the Center’s key themes. A copy of the document is also provided as Attachment E to this Amendment.
51. QUESTION: Is the Kennedy Center amenable to moving the position of the bust, either inside of the lobby, or outside?
ANSWER: Yes. Offerors should propose solutions that, in their professional opinion, best meet the Kennedy Center’s goals for this project.
52. QUESTION: Can the banners in the grand foyer be adjusted or replaced, and if so, to what extent?
ANSWER: Yes. Offerors should propose solutions that, in their professional opinion, best meet the Kennedy Center’s goals for this project.
53. QUESTION: In reference to the Halls & Foyers requirement to 'replace incandescent bulbs with LED's," listed in the revised capital plan, does this refer to the large chandeliers in the Lobby?
ANSWER: Yes. The lobby and other places throughout the public spaces.
54. QUESTION: Does the Center goals in terms of dwell time for individual visitors in include any or all of the interpretive sections?
ANSWER: Yes. Dwell time for Visitors is a factor for Visitors to the Kennedy Center. This includes interpretive sections as well as food service.
