About this file
This is Amendment #1 to an Invitation to Bid (ITB) issued by the Tennessee Department of Correction for electrical panel replacement at the Northwest Correctional Complex in Tiptonville, Tennessee. The amendment, dated April 29, 2026, addresses three key bidder inquiries regarding the scope of work and project logistics. The primary revision modifies the requirement for a custom-fabricated interior panelboard assembly by authorizing contractors to pursue alternative solutions, including sourcing used or refurbished components from the market or removing the existing enclosure entirely and installing a new panel board to resolve UL rating concerns. The state confirmed that food preparedness provisions during required power outages shall remain the facility's responsibility, with contractors obligated to coordinate outage scheduling with the facility manager. The original bid closing date of May 1, 2026, was extended to allow resolution of these questions. The amendment replaces the original specifications document (NWCX_ElectricalPanel_Kitchen_Specs_4.8.26) entirely with version 2, with all revisions highlighted in the new release.
All other terms and conditions of the original ITB remain in full force and effect. The amendment became effective upon release. Bidders are required to be licensed general contractors in Tennessee with prior electrical panel installation experience and current Department of Revenue registration. All work must be completed Monday through Friday between 8:00 A.M. and 4:00 P.M. CST, excluding state holidays, with installation due by May 6, 2026. Pre-bid site visits are strongly encouraged, as the state will not make allowances for errors resulting from failure to conduct such visits. Award will be made on a single award basis to the lowest cost responsive and responsible bidder. Contractor personnel are subject to background checks through the National Crime Information Center, with a minimum seven-day processing period required prior to facility access. The contractor must provide a one-year warranty on parts and labor with manufacturer warranties transferred to the state upon installation.

1 Part III, paragraph c of the Scope of Work, states "Contractor shall provide and install one (1) custom fabricated interior panelboard assembly designed to match the dimensions, configuration, and mounting requirements of the existing panel enclosure.” We do not believe it is possible to get a new interior fabricated, given the age and size of the existing panel board. It would also be difficult to get a replacement fabricated for that enclosure that would be UL rated. We believe it would be a better option to either find the interior replacement on the used/refurbished market or the second option would be to remove the existing enclosure and enlarge the opening and replace it with an entirely new panel board.
Please see Specifications v2.
2 Will there be any provisions provided by the owner to facilitate the power outage? Any of the options of replacing this panel will require a power outage of both sections in the kitchen, leaving the kitchen without power for a period of time.
Yes, provisions for food preparedness shall be the responsibility of the facility due to any power outages. Contractor shall work with the facility manager to ensure any outages are preplanned and scheduled.
3 Can the bid date be extended until there are resolutions to the preceding questions?
