About this file
This is Amendment #1 to Invitation to Bid (ITB) #32941-13991 issued by the State of Tennessee Department of Correction for emergency generator service and maintenance at WTSP (Westmoreland Detention Facility). The amendment addresses thirteen questions and comments from potential bidders regarding specifications and cost proposal requirements. The contract covers preventative maintenance, inspections, and load bank testing for eleven generators of varying capacities ranging from 25 kW to 1,500 kW, all diesel-fueled. The contract term consists of a three-year initial base period plus two one-year option renewals for a total potential contract duration of five years. Maintenance services include annual preventative maintenance inspections, quarterly inspections (three times per year), and annual load bank testing with a minimum two-hour duration at 70% rated load. Respondents should base pricing on all eleven generators collectively, with annual unit calculations reflecting one annual inspection and one load bank test across all generators annually. Pre-bid site visits are permitted per specifications outlined in Section II.a of the Specification attachment.
The amendment clarifies critical cost proposal quantities that were incorrect in the original document: annual inspections should reflect 15 total visits over the five-year contract period (three per year for the three-year base plus two one-year renewals), quarterly inspections total 15 over the contract term (three per year), and load bank testing quantity of 5 represents one annual test across all eleven generators per year. The state replaced the original Cost Proposal document entirely with a revised version (32941-13991_Cost Proposal_v2) containing highlighted revisions. The amendment became effective upon release, and all other terms and conditions of the ITB remain in full force and effect unless expressly amended herein. No set-asides, incumbent information, or specific funding sources are identified in this amendment document.

Cost Proposal
2 Are Respondents supposed to combine the total for all generators?
Pricing should be reflective of all eleven (11) generators for each line item. (i.e., Annual units are calculated as 11 generators as one annual inspection x 5 years).
Cost Proposal
3 Annual Inspection, QTY 110? What unit of measure is that for? Shouldn’t 33 be correct if there are only 11 generators at 3 years?
The quantity for annual visits was incorrect. This contract is a 3 year initial base period plus two (2) one-year option renewals. Please utilize the revised Cost Proposal (32941- 13991_Cost Proposal_v2).
Cost Proposal
4 Quarterly Inspection, QTY 15? The quantity for quarterly visits is correct. There are only three
(3) quarterly inspections needed per year for up to a five (5) year contract.
Cost Proposal
5 What does quantity 5 represent on the load bank, if there are 11 units to be done annually?
The quantity for annual load bank testing is correct. One load bank testing is for all eleven (11) generators (Annual units are calculated as 11 generators as one annual load bank test x 5 years).
