This is a Scope of Work and Specifications document issued by the Tennessee Department of Correction (TDOC) Central Procurement Office for emergency generator service and maintenance at West Tennessee State Penitentiary (WTSP) located in Henning, Tennessee. The procurement covers preventive maintenance, corrective maintenance, emergency services, repairs, and inspections for eleven emergency generator units across multiple facility locations, including CAT, Cummins, John Deere, and Kohler equipment. The contract term is three years with an option for up to two renewal periods not to exceed twelve months each, for a maximum total contract duration of sixty months. The specification requires annual inspections (which also serve as fall quarterly inspections), three additional quarterly inspections per calendar year, annual load bank testing to be completed within four weeks of annual inspection, and a third-year comprehensive inspection including cooling system replacement and equipment overhaul. A pre-bid site visit is strongly encouraged, with facility contact information provided for scheduling. The contractor must complete all background checks prior to mobilization, with a minimum seven-business-day processing timeline expected.

The contractor must possess a minimum of three years of experience servicing the specified equipment and provide three professional references willing to verify comparable service experience. All parts shall be billed at the contractor's cost plus fifteen percent markup, with new manufacturer or manufacturer-approved parts required. Regular time services are available Monday through Friday from 7:00 a.m. to 6:00 p.m. (CST), excluding state holidays, while emergency services must be available twenty-four hours per day, seven days per week with response times of two hours during regular time and three hours during premium time. Trip charges are limited to one per round trip and do not apply to jobs completed in one hour or less, return trips for incomplete work, or trips to obtain parts not identified before job start. Labor hours must be documented on Job Log Sheets, and written reports detailing scope of work, labor hours, and itemized parts must be submitted after each visit. Single maintenance work orders exceeding $250,000 require pre-approval from the State Building Commission. Eight of the eleven generators are covered under initial manufacturer warranty until July 25, 2028, and repairs on warranted units require prior written permission from the Facility Manager.
