About this file

This document is a Group Specification (Specification #950) issued by the New York State Office of General Services, Procurement Services, for Bituminous Concrete Asphalt Mixtures. The specification is dated January 7, 2025, and supersedes a previous version from January 8, 2024. It covers Commodity Groups 31502-31503 and is intended for use by the New York State Department of Transportation and potentially other agencies.

The specification details various asphalt pavement mixtures, including options with and without fibers, in different nominal maximum sizes (6.3, 9.5, 12.5, 19.0, and 25.0) and compaction series (50, 60, 70, and 80). It introduces a unique provision for incorporating crushed glass into asphalt mixes, allowing up to 5% crushed glass by total aggregate weight, subject to Regional Materials Engineer approval. The document also outlines a Quality Adjustment Factor (QAF) with varying index prices ranging from $80 to $140 per quality unit, depending on the specific region within New York State. The specification provides comprehensive guidelines for material requirements, construction details, measurement, and payment methods for these asphalt concrete mixtures.
