About this file

This document is a Group Specification issued by the New York State Office of General Services, Procurement Services for Group 31555 - Liquid Bituminous Materials, specifically targeting the 2025 NYSDOT (New York State Department of Transportation) Specific Projects using Federal and State Funds. The specification, numbered 947 and dated November 14, 2023, supersedes the previous specification from October 30, 2019, and is designed to establish procurement guidelines for liquid bituminous materials.

The specification outlines detailed requirements for materials sourcing, with all liquid bituminous materials mandated to come from a NYS Department of Transportation approved primary source listed on their Approved List. Contractors must meet stringent qualifications, including having an approved manufacturing facility, maintaining proper storage tanks with a minimum 10,000-gallon capacity, ensuring material homogeneity, and implementing precise measurement and documentation protocols. The specification covers asphalt emulsions as defined in NYSDOT Standard Specifications §702, with requirements for scale or meter accuracy, ticket documentation, and quality assurance testing. The contract aims to ensure high-quality bituminous materials for state and non-state agency projects, with provisions for inspection and potential default if contractors fail to meet the specified conditions.

REQUIRED QUALIFICATIONS:

A NYS approved primary source must meet the following conditions:

1. The Contractor’s liquid bituminous materials manufacturing facility shall have been approved by the NYSDOT.

2. The liquid bituminous material shall be obtained from a primary source listed on the NYSDOT approved list of primary sources. An approved primary source is a Contractor that samples, tests, and certifies that the materials are in conformance with the NYSDOT materials specifications.

3. Asphalt emulsions as defined in NYSDOT Standard Specifications §702, shall be stored in an approved facility having a minimum of one permanent storage tank for each type of asphalt emulsion bid. The tank(s) shall have a storage capacity of at least 10,000 gallons each, be capable of maintaining material homogeneity and have equipment capable of heating the material to the proper application temperature prior to shipment.

4. The Contractor shall have evidence available to show that the scale or meter(s) have been tested for accuracy by either a competent scale technician or the County Sealer of Weights and Measures. The scale or meter check shall be performed each calendar year before any material is supplied

The scale system shall be interlocked to allow printing only when the scale has come to a complete rest.

A truck scale shall be located at the storage facility unless the following conditions are met:

(a) The Contractor owns the truck scale or has full control of the weighing operations. The scale shall be located in close proximity (approximately 1,000 feet or less) to the storage tanks. The acceptability of the distance will be determined by the NYSDOT.

(b) The Contractor provides documentation to the NYSDOT that it has complete access to the truck scale 24 hrs/day, 7 days/week.

7. Meters: The ticket printer shall machine print in digital form:
