DEPARTMENT OF HOMELAND SECURITY

UNITED STATES COAST GUARD

SCOPE FOR

REPLACE AND REPAIR BASE SECURITY CAMERAS (CCTV)

AT

USCG BASE HONOLULU, HI

1.

1. Scope of work:

a. Contractor is to provide all labor, materials, tools, equipment, and supervision necessary to replace the entire existing Video Surveillance System (VSS) to include cameras, wiring, monitors, Tv Screens and computer located at U.S. Coast Guard Base Honolulu. The contractor must add new marine, weather resistant, VSS coverage capabilities to accomplish video surveillance of unit property, infrastructure assets, and remove existing nonfunctional system, and ensure that the system is expandable.

b. Installation address: 400 Sand Island Parkway, Honolulu, HI 96819

c. All components must be in compliance with H.R. 5515: John S. McCain National Defense Authorization Act for Fiscal Year 2019 - absolutely no equipment produced by manufacturers Hikvision, Huawei and Dahua may be installed on any part of this system. All components must also be Trade Agreements Act (TAA) compliant.

d. All electrical work must be done in accordance with the National Electric Code 2023.

e. This system must only be accessible at the Base Honolulu CGSF office. Vendor must ensure remote management of VSS is disabled.

2. Point of Contact & Site Visits

a. An in-person site visit is required to bid on this work. During the site visit, a site map of the base will be available. Contact the COR to arrange a site visit.

3. Proposal Information

b. Proposals must include:

· A price to provide the equipment and installation.

4. Scope:

a. The contractor must procure, design, install, repair/maintain, and provide initial training for all equipment and systems listed in this SOW.

b. The contractor must ensure that all equipment is serviceable and maintained IAW the Specific manufacturer’s requirements from install start until completion.

Base Items: SITE VISIT REQUIRED Replace or install cameras at various locations at Coast Guard Base Honolulu (See map/diagram and photos). Repair work includes but is not limited to:

a) Install new mounting hardware as required.

b) Electrical power will be available from the buildings nearest breaker panel and/or mechanical room. Contractor is responsible for installing additional breaker/circuit if needed, and/or tying into an available circuit appropriately sized to support the cctv equipment per applicable building code(s).

c) Install multi-Sensor camera.

6. Install 03 Long-Range Bullet Cameras (Map Camera 1,2,3)

a) Install new mounting hardware as required.

b) Electrical power will be available from the buildings nearest breaker panel and/or mechanical room. Contractor is responsible for installing additional breaker/circuit if needed, and/or tying into an available circuit appropriately sized to support the cctv equipment per applicable building code(s).

c) Install Long-Range Bullet cameras.

7. Install 03 Priority one w/ Multi Sensor (Map Camera 1,2,3)

a) Install new mounting hardware as required.

b) Electrical power will be available from the buildings nearest breaker panel and/or mechanical room. Contractor is responsible for installing additional breaker/circuit if needed, and/or tying into an available circuit appropriately sized to support the cctv equipment per applicable building code(s).

c) Install Priority one w/ Multi Sensor cameras.

8. Install 01 360-degree Cameras (Map Camera 1)

a) Install new mounting hardware as required.

b) Electrical power will be available from the buildings nearest breaker panel and/or mechanical room. Contractor is responsible for installing additional breaker/circuit if needed, and/or tying into an available circuit appropriately sized to support the cctv equipment per applicable building code(s).

c) Install 360-degree cameras.

9. Install 02 180 Degree Cameras (Map Camera 1,2)

a) Install new mounting hardware as required.

b) Electrical power will be available from the buildings nearest breaker panel and/or mechanical room. Contractor is responsible for installing additional breaker/circuit if needed, and/or tying into an available circuit appropriately sized to support the cctv equipment per applicable building code(s).

c) Install 180 Degree Cameras

10. Remove and replace 04 front gate Cameras with License Plate Recognition Cameras.

a) Remove and dispose of old cameras as per EPS

b) Re-use installed controls and wiring as appropriate considering material condition install new mounting hardware as required.

c) Install front gate License Plate Recognition Cameras.

11. Remove and replace 01 Front gate Cameras with 360.

a) Remove and dispose of old cameras as per EPA guidelines.

b) Re-use installed controls and wiring as appropriate considering material condition install new mounting hardware as required.

c) Install front gate 360 Camera.

12. Remove and replace 02 back gate with License Plate Recognition Camaras.

b) Re-use installed controls and wiring as appropriate considering material condition install new mounting hardware as required.

c) Install Back Gate License Plate Recognition Camaras

13. Remove and replace 01 back gate Cameras with 360.

b) Re-use and install controls and wiring as appropriate considering material condition install new mounting hardware as required.

c) Install back gate cameras 360 Camera.

14. Install 02 Tv screens located at the main hub.

a) Remove and replace old Tv Screens

b) Re-use and install controls and wiring as appropriate considering material condition install new mounting hardware as required.

c) Install new Tv Screens

CONTACT INFORMATION:

1) Contracting Officer Representative (COR). The COR is identified below. The representative will ensure that the government’s technical objectives are met. To this end, the COR will provide necessary information, direction, coordination, etcetera, within the contractual work description. The COR is not authorized to change any of the terms and conditions of this contract. Changes in the scope of work will be made by the Contracting Officer (KO) only by properly written modifications to the contract.

1.01 SAFETY:

1) During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction and Title 12-110, Hawaii Administrative Rules Construction Standards. When the standards differ, the more restrictive standard shall apply.

2) SITE INVESTIGATION: Investigate the site per FAR 52.236-3 to ascertain the general and local conditions which can affect the work or its cost. Contact points of contact listed above to arrange site access.

3) OVERALL INSTALL PROGRAM MANAGEMENT: At a minimum, the contractor shall be capable of providing all personnel, training, and monitoring of installation activities to ensure that the install is completed in a manner to prevent technical compromise.

4) The Contractor shall maintain strict compliance with this SOW and other terms and conditions contained herein to monitor and detect unauthorized access to internal controlled areas during the install period and to deter the implantation of clandestine surveillance devices or systems by the contractor’s workers into the structure being constructed and/or its surroundings. Many of the services will be required on a continuing basis beyond initial installation. The Contractor shall furnish all personnel, equipment, training, and supplies required to provide site security monitoring IAW with all applicable rules, laws and regulations as stated in this SOW. It is the sole responsibility of the Contractor to arrange for the housing and Cost of Living/Per Diem of contract personnel covered by this contract. The Contractor shall comply with all applicable local regulations and standards.

5) The contractor shall be required to comply with all training and deployment requirements for contract performance. The contractor shall provide its employees and any sub-contractors the support infrastructure to meet the requirements of this contract.

SECURITY BACKGROUND REQUIREMENTS:

All personnel conducting work shall be US citizens or US allowed persons (approved work visa etc). No worker shall be allowed on site that has any wants or warrants currently outstanding and not resolved. The contractor shall provide the CSO with PII for running workers through various LE databases to ensure compliance upon request.

1) OPERATIONS: The contractor shall provide:

a) A 2 week look ahead for all work being conducted. If the work will extend past 1 month, the contractor shall provide a status update to the USCG with anticipated completion dates.

b) It is the Contractor’s responsibility for the protection of existing structures, utilities, and furniture. Any damage shall be repaired at the contractors’ expense.

c) Before the start of work, the contractor shall provide a work schedule. No onsite work is permitted before the schedule is approved. The Contractor shall work within a five-day (Monday through Friday) work week, with no work occurring on Federal holidays or weekends. Any deviations from the work schedule shall have the prior approval of the Contracting Officer.

d) Once work has commenced on the property, work shall continue daily.

e) All personnel employed on-site shall keep within the limits of the work. The Contractor’s equipment shall be conspicuously marked for identification.

f) The contract manager and alternate or alternates must be able to read write, speak, and understand the English language.

g) Contractor highly recommended to utilize the approved contractor credential to minimize delay and have unrestricted access base for the duration of the contract time frame. (See Commanding Officers letter attached)

2) PERSONNEL ACTIONS: The US Coast Guard reserves the right to reject, at any time and without notice, any employee proposed for use on this project, or already assigned to this project, who does not meet the position requirements of this SOW or is unable/unwilling to perform assigned work. The Contractor shall be responsible for the correction of unacceptable performance, including, but not limited to, unprofessional behavior, disorderly conduct, ineffective or improper communication with others, inappropriate dress, etc. The Contractor shall not deploy the rejected employee to the project location or if already deployed will immediately instruct the rejected employee to leave the government premises. The Contractor shall provide a substitute/replacement. The replacement shall take place at no additional cost to the government.

DOCUMENTATION:

1) All documentation must be turned in to the COR and to the CSO/ACSO. The contractor will provide the means to accomplish digital documentation through the supply of digital note taking devices that are also capable of taking accompanying photos of documented activities. Examples of such devices are Mini IPADs, Samsung Tablets, or similar devices. The contractor shall allow the CG to review all digitally compiled documentation from the digital devices prior to the end of the work for proper destruction. Handwritten documentation will NOT be accepted on this project, and it is the responsibility of the contractor to develop a digital documentation process as well as provide all necessary equipment and materials for complete digital documentation.

(a) At a minimum the contractor shall ensure that the following activities/events are provided to the Coast Guard:

(b) Detailed descriptions of all installation activities including Date, Time, Location, Person(s) completing work, Work being performed, and accompanying photos.

(c) Detailed descriptions of all security incidents involving persons that occur on the installation site including Date, Time, Person(s) involved, Description of incident, and accompanying photos (if applicable).

(d) Detailed descriptions of all installer security deficiencies including Date, Time, Location, Person(s) involved (if applicable), Description of deficiency, and accompanying photos.

(e) Complete access control log of all persons who access and exit the installation site including Full name, Date/Time entered, Date/Time exited.

(f) Complete list of all vehicles that access the installation site including Date, Time of entrance, Time of exit, Driver’s name, Driver’s license number, Vehicle license plate number, and Reason for entrance.

ADDITIONAL MATERIALS & EQUIPMENT:

1) The contractor shall procure, design, install, repair/maintain, and provide initial training for all the equipment and systems listed in this SOW. The contractor shall ensure that all equipment is serviceable and maintained IAW the Specific manufacturer’s requirements from install start until completion. Any hardware, software or documents that contain or had contained personal identifiable information, to include but not limited to, electronic data storage devices, Identification Badges, Logbooks, etc. will become the property of the government or shall be provided to the government for review and disposal if information cannot be removed at the completion of the contract and are required to be always under the supervision of the contractor staff. At no time will the contractor remove anything that contains or had contained in the past personal identifiable information from the install site without the proper authorization of the CSO.

2) If use of a man lift or boom is needed contractors will rent or purchase their own. One will not be provided by the Coast Guard.
