Camera Salient Characteristics Cameras

All Cameras shall be IP cameras and powered by POE, POE+, or POE ++ standards as a minimum. All cameras shall be able to do at a minimum HTTPS and able to receive certifications from VSS NVR server. To meet cyber security requirements all devices shall be able to have network security harden options and the ability to disable any Bonjour or similar setting after installation.

Exterior outdoor Multi Sensor/360 Degree cameras shall include exterior PTZ and exterior fixed 360 Degree/Multi Cameras within single unit. Exterior PTZ cameras should be module and attach to the Fixed 360 Degree Camera without additional network drop to be needed. To include optimized IR camera or approved equivalent. Exterior fixed 360-degree cameras shall be multi megapixel multidirectional camera with IR for 360° coverage camera that accepts PTZ module to attach or approved equivalent.

a. PTZ Camera Lenses. 32x optical, 12x digital, total 384x zoom, F1.4 - 4.0 Horizontal field of view: 58.3˚–2.4˚ Vertical field of view: 34.9˚–1.3˚ Autofocus, auto-iris, automatic day/night, or approved equivalent, exterior fixed cameras shall use four Varifocal, 4.3-137.6 mm, F1.4 - 4.0, or approved equivalent, variable focal length lenses. The Exterior Fixed 360 Degree Camera with four cameras within a single dome shall have a focal length sized to observe the desired 360 degree coverage area. Each head can be controlled individually to capture scenes in four directions in wide-angle or zoomed-in views. Including 360° IR illumination with individually controllable LEDs and an automatic IR cut filter. Plus, remote zoom and focus capabilities ensure fast and accurate installation. Camera should be compliant with IP66-, NEMA 4X- and IK10-rated, or approved equivalent, shall be used for exterior applications and shall use built-in IR illumination allowing viewing range in total darkness (up to 400 m or 1300 f), or approved equivalent. The lens shall have a focal length sized to observe the desired coverage area. All exterior cameras shall be installed in the appropriate housing configuration specified above.

Long Range Bullet Camera shall be built for long distance surveillance. Required to be outdoor-ready bullet camera delivers superior image quality in high light sensitivity and extremely high pixel density. it shall offer FIPS 140-3 Level 3 certified secure operations or better. This casing shall meet or exceed weather-protected, outdoor-ready camera is IP66-, IP67-, IK10- and NEMA 4X -rated and features a IK08-rated impact-resistant glass front window. It has an operating temperature range from -40 °C to 55 °C (-40 °F to 131 °F).

License Plate Camera shall be specially designed to capture license plate images with exceptional clarity at speed during day light or night. It shall meet or exceed HDTV 1080p and ensures the required pixel density for license plate identification as well as plate markings, such as transporting dangerous goods. Each camera shall be rated to capture traffic in one lane at a range of up to 328 ft during daytime minimum. In pitch darkness the camera shall capture license plate images at up to 164 ft and up to 328 ft with the additional IR illumination devices.

Pan, Tilt, and Zoom Camera module for 360 degree/ multi camera

1. PTZ cameras shall be PTZ camera Module that attaches to Exterior Fixed 360 Degree Cameras with optimized IR, or approved equivalent.

a. The PTZ camera shall have minimum of:

i. 1/2.8” Progressive scan CMOS.

ii. Fully interchangeable CPU’s, cameras, housings, communications & mounts.

iii. H.264 (MPEG-4 Part 10/AVC) Baseline, Main and High Profiles H.265 (MPEG-H Part 2/HEVC) Main Profile Motion JPEG.

iv. Lens F1.4 - 4.0 (4.3-137.6 mm optical).

v. Zoom 32X optical, 12X electronic, total 384x zoom.

vi. Video signal to noise >50 db.

vii. Maximum sensitivity 0.06 lux, color and 0.008 lux, black and white.

Fixed 360 Degree/ Multi Camera /Priority One Multi Sensor

1. Fixed 360 camera shall be multi megapixel multidirectional camera with IR for 360° coverage, or approved equivalent that accepts PTZ module above without additional network drop.

a. The Fixed 360 Degree Camera shall have minimum of:

i. Four 5 MP camera sensors at 20 fps per channel

ii. 360° IR illumination with individually controlled LEDs

iii. Maximum sensitivity Color:0.04 lux at 50 IRE, F2.0 B/W:0.03 lux at 50 IRE, F2.0

iv. Camera Angle adjustments Pan ±90°, tilt +25 to +95°, rotation –5 to +95°, twist ±

v. Lens Horizontal field of view: 360° Vertical field of view: 84 Fixed iris, digital zoom Long Range Bullet Camera

1. Long Range Bullet Camera shall 4k or higher resolution. Camera shall have extreme detail over great distances and extremely high pixel density. Shall have a 4/3” image sensor, a tele (50 – 150 mm) Canon lens or better. Shall have hardware-based cybersecurity platform, safeguards the device and offers FIPS 140-3 Level 3 certified secure key storage and operations.

a. The Long-Range Bullet Camera shall have minimum of:

i. 4/3” progressive scan RGB CMOS Pixel size 2.315 µm

ii. Up to 30 fps (50/60 Hz) in 8K mode

iii. Minimum illumination Color: 0.2 lux at 50 IRE, F4.0 B/W: 0.04 lux at 50 IRE, F4.0 0 lux with IR illumination on.

iv. Dynamic contrast integrated

v. IP66-, IP67-, and NEMA 4X-rated IK10 impact-resistant aluminum enclosure with integrated dehumidifying membranes, IK08 impact-resistant glass front window, anti-glare coating.

License Plate Camera

1. License Plate Camera delivers clear and sharp license plate images from vehicles moving at speeds of up to 81 mph day and night. Thanks to a built-in license plate capture assistant, the camera is easy to setup and image settings are automatically adjusted to fit speed, installation height and vehicle distance in a specific traffic scene. A robust design ensures reliable operation in extreme weather conditions and in wind forces up to hurricane level.

a. The License Plate Camera shall have minimum of:

i. Sharp license plates at speed in HDTV 1080p / 2 MP

ii. Optimized IR range up to 50 m (164 ft)

iii. 8x optical zoom

iv. Horizontal field of view of 16° - 2.3°

v. Detection range Day: 20–100 m (66–328 ft) Night: 20–50 m (66–164 ft) Night detection range up to 100 m (328 ft) with optional accessory AXIS T90D20 IR-LED Illuminator.

vi. IR illumination: Optimized IR with power-efficient, long-life 850 nm IR LED’s with adjustable angle of illumination and intensity. Range of reach 40 m (131 ft) in wide field of view and 50 m (164 ft) in full tele view, or more depending on the scene

vii. Coverage

1. Single lane with optional edge analytics

2. Two lanes with server-based analytics

viii. IP66- and NEMA 4X-rated, IK10 impact-resistant aluminum enclosure with integrated dehumidifying membrane, IK08 impact-resistant glass front window, anti-glare coating.

Camera Mount

1. PTZ Camera Mount

a. Heavy duty and built to with stand coastline environments. Accommodating sensitive parts inside the mount, such as mid spans and media converters, and protect them against water intrusion. A pole parapet mount requires a pendant and other accessories to properly attach. Gaskets and seals to ensure unit and electronics inside are protected from elements.

b. Outdoor pole overhang mount, Adjustable arm length of the mount. Able to allow the camera needs to see above thick parapets or any obstructive elements on the facade of the building. Ability to connect the Ethernet cable to an RJ45 connector grip at either end of the internal fish tape to pull the Ethernet cable through the pipe. A mount that can also be used as a wall mount when there is a requirement to place the camera further out from the wall compared to standard mounts. Having the ability to swivel 180 degrees on its own axis, allows for flexible and easy mounting on both side of the wall. Moreover, it facilitates a safe maintenance of the camera from a rooftop. Offering protection against corrosion and the aluminum material offers resistance against impacts. Including adapter to conduit and the Fixed 360 camera’s mounting hardware (i.e. pendant adapter kit) needed for type of camera purchased.

Building Mounting/Pole Mounting Hardware

Metal Pole Mount

c. Pole Mount versatile and robust, high-quality pole mount. Indoor and Outdoor rate but over all appropriate for outdoor installations under harsher conditions. The pole mount is designed for use with reference above wall mounts and with reference below electronic cabinet. It is easily adjustable to fit poles with a diameter between 100–410 mm (4–16 in). Pole Mount needs an IK10 rating for impact resistance, which safeguards it against vandalism. And it needs a closed back and a cable gasket, which means it would also protected against insect infestation.

d. Pole Mount is designed for both indoor and outdoor use. Available in two versions, if possible, one with steel straps for poles between 50-150 mm (2-6 in) in diameter and one with steel straps for poles between 100-410 mm (4-16 in) in diameter. Using two marine-grade stainless steel straps with TX30 screw interface for ease and secure installation.

Electronic Enclosures

e. A Cabinet fits many accessories such as power cut-off, power supply and PoE switches used for a network camera installation.

f. Enclosure shall be Polycarbonate cabinet and stainless-steel mounting plate IP66- and NEMA 4X-rated, IK10 impact-resistant stainless steel hardware camera or approved equivalent.

g. Rating for outdoor use -40 °C to 75 °C (-40 °F to 167 °F) Humidity 10-100% RH (condensing) or greater.

Electronic Power Supply/Surge Protector, Power Breaker

1. Power Breaker/Surge Protector

a. An electrical safety kit is used to ensure the safety of installers, maintainers, and the operation of the electrical equipment in the cabinet. A kit that includes surge protection, fuse and door switch (for selected electronic cabinet) and has a manual safety switch.

Power Supply

b. A UL certified power supply provides power for below fiber converter below (24 V DC) that is compatible with electronic cabinets reference above. With a wide operating temperature, from -40 °C to 70 °C (-40 °F to 158 °F), it provides power to network cameras, media converters etc. even in harsh environments.

i. Rated Input Voltage: 85-277 V AC (Derating @ 100 V AC)

ii. Output Voltage: Must meet required input voltage for Industrial PoE Switch that fits in electronic cabinet

iii. Industrial POE Switch requires power with adjustable tolerances

iv. Current: 4.2A

v. Power: 100 W

vi. Ability to mount on DIN rail on expanded electronic cabinet

Industrial PoE Switch

1. Industrial PoE Switch that matches power supply output reference above. Required to have multiple PoE+ RJ45 ports and multiple SFP slots for optical fiber connection.

a. Operating temperature: -40–75 °C (-40–167 °F)
