About this file

This document is a Questions and Answers (Q&A) file for a U.S. Coast Guard (USCG) construction solicitation, providing clarifications on several project-specific details. The Q&A addresses site preparation (spoils/excess dirt can be spread adjacent or removed as debris), fencing specifications (galvanized steel is required, with black vinyl-coated chain link acceptable as an optional equivalent price material), wage requirements (must comply with Davis Bacon Act Wage Determination), labor access and requirements (details in Statement of Work), and bidding conditions. The document indicates that quotes will be evaluated competitively based on the provided specifications, and all labor and solicitation requirements must be strictly followed.

Text version

1. Question: What are we doing with any spoils (excess dirt from footings)? Can we spread adjacent?

Answer: Yes, you can either spread adjacent or remove as “debris” as part of the SOW.

2. Question: Would USCG desire black vinyl coated fence?

Answer: Technical specification for “material” per the SOW calls for galvanized steel. If black vinyl coated chain link fencing is the same pricing as the galvanized steel, you can quote it (and any other equivalent priced material) as an option only (for the customer to choose between the two if awarded). However, it will not be a determining factor when evaluating technical acceptance as all quotes will be evaluated competitively based on the specifications provided.

3. Question: Wage scale/certified payroll for this project?

Answer: All quotes must comply with the provided Davis Bacon Act Wage Determination that was attached in the SAM solicitation.

4. Question: Any labor requirements? US citizen, vetting, etc.?

Answer: For access to the station, please refer to the SOW. All other labor requirements must conform to the solicitation/terms and conditions and all labor law requirements.

5. Question: Are you requiring a bid bond for this solicitation?

Answer: All requirements are as listed in the solicitation.
