The project involves furnishing and installing a complete, code-compliant electronic rolling security gate system with an access control pedestal and perimeter fencing for the staff parking lot. The selected contractor will provide all labor, materials, equipment, supervision, permits, inspections, and incidentals necessary to deliver a turnkey system. The project is funded entirely by Community Development Block Grant (CDBG) funds and is subject to all applicable federal, state, and local requirements, including mandatory compliance with Davis-Bacon and Related Acts (DBRA) prevailing wage requirements. All pricing must be firm and fixed for the duration of the contract and must be reasonable under federal regulations. Vendors must certify compliance with 2 CFR Part 200 (Uniform Guidance), Section 3 requirements, Equal Employment Opportunity provisions, debarment and suspension certification, and the Byrd Anti-Lobbying Amendment. A mandatory pre-construction conference may be required prior to contract execution, during which contractors must provide insurance certificates, bonds if required, Davis-Bacon acknowledgment, and all federal compliance forms. The award will be made to the lowest cost responsive and responsible bidder, and all vendors must maintain strict confidentiality of client and organizational information while retaining records available for audit by authorized federal, state, or local agencies.
