About this file

This is an Addendum #1 acknowledgement document for the Town of Prescott Valley Utilities Department's Fire Hydrant Additions project (CIP #CI2604) in Arizona. The project involves installing up to 16 new fire hydrants within the Prescott Valley Water System, with each installation including all necessary appurtenances, valves, fittings, piping, pressure testing, and water quality sampling. Fire hydrant piping shall be 6-inch ductile iron pipe. A pre-bid conference was held on Monday, May 11, 2026, at 1:00 PM at the Town offices located at 7501 E. Skoog Blvd, Prescott Valley, Arizona. Bid proposals are due by Tuesday, May 26, 2026, at 3:30 PM through the Town's Bonfire portal. The Notice to Proceed is tentatively scheduled for Monday, July 13, 2026, with a completion date of Friday, October 9, 2026, representing a 90-calendar-day construction schedule. The Town strongly encourages bidders to visit each proposed hydrant location prior to bid submission. Questions regarding the project may be submitted through Bonfire's internal chat feature until 5:00 PM on Tuesday, May 19, 2026.

The project budget ranges from $160,000 to $180,000 and includes an Owner's Allowance of $15,000, leaving $145,000 to $165,000 in remaining project funding. Project award will be based on the greatest number of fire hydrant installations for the lowest cost, not exceeding available funding. All bid unit prices and item totals must include state and local taxes. There are no federal or grant funds associated with this project, and therefore no Build America Buy America (B.A.B.A.) requirements apply. The contractor shall provide a two-year warranty on all work and materials, maintain sanitary facilities, implement erosion and dust control measures as part of construction costs, submit construction videos before and after installation, and obtain necessary permits including a Right of Way Permit and temporary storage yard permit. Hours of operation are restricted to 7:00 AM to 7:00 PM unless written extension approval is obtained from the Project Manager, James Warne, P.E.

5. Project – Key Issues

a. All activities involving connections or disruption of water flow shall be coordinated with the Town of Prescott Valley and Jacobs.

b. A minimum of a 7-foot trench (perpendicular to the water main) is required to connect the Town’s tapping machine to the new hydrant’s lead valve. Jacobs will conduct all water main taps at no additional charge. Jacobs will not enter any trench not adhering to safety protocols.

c. The work will be conducted near our customers, and we want to minimize our impact.

Contractor should not access or leave equipment on private property unless an agreement has been reached with the owner. A copy of the agreement shall be provided to the Town.

d. Contractor is responsible for ensuring that trenches, holes, depressions, etc. are sufficiently marked and protected at the end of a work shift to ensure safe conditions for personnel working within site, individuals accessing the site, and others.

e. The Contractor is responsible for locating all existing utilities in all work areas prior to construction. Special care must be taken when working in or around the existing facilities.

Any damage to the existing facilities as a result of construction activity shall be immediately reported to the Town. Contractor shall be responsible for any damage to existing facilities.

P:\CIP\UTILITIES\02_Water\CIP #CI2604 - Fire Hydrant Program\FY25-26 - CI2604 - Fire Hydrant Additions\11_Bid\PreBid Mtg

f. Contact the Project Manager if the relevant water main cannot be found within the defined excavation limits. Excavation limits are as follows:

i. Horizontal: Up to 4 feet on either side of the BlueStake mark

ii. Vertical: Up to 6 feet deep or 2 feet below the water main depth (if known)

g. Coordination will be required with other utility companies when they affect the installation of a hydrant. In the event of a joint trench, or any other, conflict, it is the Contractor’s responsibility to coordinate with the conflicting utility to resolve the issue.

h. The work will occur along Town roads and require traffic control per Town of Prescott Valley Public Works requirements.

i. Restoration of roadways, landscaping, drainage areas, etc. impacted by the installation of the fire hydrants is required for all areas disturbed back to pre-project working order or better.

6. The Town strongly encourages bidders to visit each of the proposed hydrant locations on their own prior to developing and submitting their bids.

7. Questions?

Meeting Notes:

Questions asked during Pre-Bid Meeting

1. At hydrant location #6 is the existing main size 6-inch or 8-inch?

According to Town GIS the existing main is 6-inch ACP.

2. To keep from producing a large amount of remanent pipe will joints be allowed within the hydrant lead?

One joint not associated with fittings will be allowed in the hydrant lead. This should be discussed and approved by the Town Utilities Department prior to installation.

3. If a vertical realignment is required in the hydrant lead will Gradelok offsets be required or can 45-degree bends be used?

Either offsets or bends would be acceptable.

4. Are there any requirements for Build America Buy America (B.A.B.A.) for the project?

There are no grant or federal funds associated with the project. Therefore, there is no requirement for B.A.B.A.

5. Is there a standard hydrant bury depth that should be bid? In previous years this contract specified consistent bury depth. That way all bidders are bidding the same components.

Special Provisions note 6 states that water mains are generally between 3 and 6 feet deep. Depth can be approximated based on the depth of the operating nut of nearby valves. Change Orders for water mains less than 6 feet deep, or at a depth consistent with nearby valves will be considered. For the purpose of receiving a uniform bid hydrant bury depths should be assumed at 4 feet.
