About this file
This is a Request for Proposal (RFP) specification document from Hudson Valley Community College (HVCC), a SUNY system institution located in Troy, New York, seeking qualified vendors to furnish interior and exterior signage campus-wide on an ongoing basis. The college requests both permanent and temporary signage including new style interior identification signs (large, medium, and small), classroom identification signs, regulatory signs, parking signs, vinyl banners, retractable banner stands, windscreen banners, wall and window clings, vinyl adhesive lettering, Sintra PVC backer signage, and Coroplast signage. This is a three-year multi-purchase bid rather than a one-time project, with items to be ordered on an as-needed basis throughout the contract term. The RFP does not specify a bidders' conference or site visit requirement. Proposals must be submitted through the Bonfire online portal at https://hvcc.bonfirehub.com or mailed/hand-delivered to the Procurement office; the submission deadline is not explicitly stated in the provided excerpt. The contract term runs from November 1, 2026, through August 31, 2027, with the option for two additional one-year extensions extending through August 31, 2029, at the college's discretion. Award notifications are expected within 30 days of the bid submission deadline.
Pricing will be evaluated as 75 percent of the award criteria, with availability and turnaround time comprising the remaining 25 percent. Vendors must submit pricing on an associated Excel spreadsheet for all three contract years, with rates required to be lower than or equal to any cooperative or state contract pricing the vendor may have. The college reserves the right to award projects based not only on lowest pricing but also on turnaround time and product availability at the time of order, with one-week turnaround generally required upon artwork receipt. Successful bidders must provide a written five-year full replacement warranty covering defects in craftsmanship including bubbling, chalking, disintegration, corrosion, peeling, warping, and failed mountings. Vendors must submit a list of similar projects and three professional references, and failure to comply with all requirements is grounds for proposal rejection. No set-asides, incumbent information, or specific funding sources are identified in the RFP.
