Direct Mail Processing Services RFP Specifications
This is a Request for Proposals (RFP) issued by Hudson Valley Community College, a SUNY institution located in Troy, New York, for direct mail processing services. The college seeks a qualified vendor to provide comprehensive mailing services including printing, addressing, mail preparation, postage optimization, and USPS compliance for multiple mailing campaigns spanning 2026 through 2028. The scope includes five primary mailing projects: Admissions Open House Invitations (15,000 pieces, September 2026, September 2027, Spring 2027, Spring 2028); Admissions Search Pieces (13,000 pieces, September 2026, September 2027); Community & Professional Education Bulletins (77,000 pieces across three seasonal mailings from December 2026 through August 2028); Kids on Campus Summer Camp Bulletins (20,000 pieces, March 2027, March 2028); and Foundation Valley View Alumni Magazine (75,000 pieces, July 2027, July 2028). Some projects require list rental and National Change of Address (NCOA) processing, while printing will be handled separately for certain mailings. The contract term runs from September 1, 2026 through August 31, 2027, with options for two additional one-year renewal periods at the college's discretion. Proposals must be submitted through the Bonfire online portal by the specified deadline, with award decisions expected within 30 days of submission.
Evaluation of proposals will be weighted 60 percent on price and 40 percent on qualifications and past experience. Vendors must demonstrate a minimum of three years' experience in direct mail processing and provide three professional references. The college requires separate cost statements for each mailing project and list rental services, with pricing broken down by service component. Pricing should be equal to or lower than any cooperative and state contract pricing available to the vendor. The specifications note that project details are subject to change and require revised cost estimates at execution, with potential for projects to be added or deleted throughout the RFP term. Vendors must obtain purchase orders prior to performing services and receive written permission from the college before engaging any subcontractors. The college reserves the right to disqualify bidders or reject proposals if submitted evidence does not satisfy its determination of the vendor's responsibility and qualifications.
