About this file

The document is a Section 3 Compliance Plan from the Housing Authority of Baltimore City (HABC) that outlines requirements for HUD financial assistance recipients to provide economic opportunities to low- and very-low-income persons. The plan mandates specific workforce benchmarks, including 25% of total labor hours worked by Section 3 Workers and 5% by Targeted Section 3 Workers (HABC Residents or Business Concerns). Contractors must complete the form by detailing projected workforce information, including estimated labor hours, number of Section 3 Workers, position types, and hourly wages.

The compliance plan is a binding agreement that requires contractors to meet specific workforce diversity and inclusion goals. Failure to comply can result in contract termination and exclusion from future HABC business opportunities. The document emphasizes the HUD Act of 1968 and 24 CFR Part 75 as the legal basis for these requirements, with the overall goal of providing training, employment, contracting, and economic opportunities to low-income individuals in the communities where HUD financial assistance is being expended.
