About this file
This is a bid form for a stipulated sum, single-prime contract issued by the Susquehanna County Recreation Center, a 501(c)(3) corporation, for site work at a new recreation center located at 29 Outdoor Drive, New Milford, Pennsylvania 18834. The project scope includes site clearing, excavation and earthwork, concrete retaining walls with concrete block facing, gravel parking lot and access road construction, building pad preparation, stormwater and catch basin piping installation, sewer line piping to the road, water line piping, and erosion and sediment control installation with seeding and mulching. An optional pre-bid meeting and site walkthrough is scheduled for June 5, 2026, at 1:00 p.m. at the project location. Prospective bidders must submit electronic bids through PennBid no later than 12:00 p.m. on June 15, 2026. The project team will accept bidder questions until June 11, 2026, with responses provided through PennBid. The contractor must substantially complete all work within 60 calendar days from the project kick-off date. The project architect is Martina Bacarella Architect, with project number 22013.
The bid form requires contractors to submit a base bid lump sum amount with an itemized breakdown including general conditions and seven specific work categories: excavation and earthwork, concrete retaining walls, gravel parking lot and access roads, stormwater piping, sewer line piping, water line piping, and erosion and sediment control. Bidders must also provide unit prices for four line items: removal and replacement of unsatisfactory soil, mass rock excavation and replacement, trench rock excavation and replacement, and paving (all per cubic yard or square foot as applicable). Two alternates are available for bidder consideration: installation of site lighting conduit underneath paved areas and construction of a sediment basin, with each alternate allowing for potential adjustments to contract time. All bidders must be duly licensed contractors in Pennsylvania and submit qualifications as supplemental documentation. Bids will be opened privately, with lump sum amounts made publicly available after review.
