About this file
This document is Addendum #2 to the bid form and erosion and sediment control (E&S) plans for site work services being solicited by Susquehanna County Recreation Center, a 501(c)(3) corporation, for a new recreation center project located at 29 Outdoor Drive, New Milford, PA 18834. The project encompasses site clearing, excavation and earthwork, concrete retaining walls with concrete block facing, gravel parking lot construction, access roads, building pad preparation, stormwater and catch basin piping, sewer line piping, water line piping, and installation and maintenance of erosion and sediment controls including seeding and mulching. The addendum provides updated E&S plans for the RHL-Gibson Property, including detailed specifications for Sediment Basin #2, which is designated as Alternate Bid Item #2. The excavation for Basin #2 alone requires approximately 13,500 cubic yards of material, with net earthwork calculations for the recreation center site (11 acres) totaling approximately 25,080 cubic yards of excess material to be disposed. Bids must be submitted electronically via PennBid no later than 12:00 p.m. on June 15, 2026. An optional prebid meeting and site walkthrough was scheduled for June 5, 2026, at 1:00 p.m. at the project location, with questions accepted until June 11, 2026. The contract specifies a time of completion of 60 calendar days from project kick-off, with liquidated damages assessed at $1,000.00 per calendar day for failure to achieve substantial completion within the contract time.
The bid form requires a stipulated sum (lump sum) base bid with itemized breakdowns for general conditions, excavation and earthwork, concrete retaining walls, gravel parking lot and access roads, stormwater piping, sewer line piping, water line piping, and E&S control installation and maintenance. Bidders must also provide unit pricing for removal of unsatisfactory soil, mass rock excavation, trench rock excavation, and paving, each priced per cubic yard or square foot as applicable. Two alternates are included in the bid: Alternate No. 1 for paving with site lighting conduit installation, and Alternate No. 2 for construction of Sediment Basin #2. The architect for the project is Martina Bacarella Architect (Project No. 22013). All bidders must be duly licensed contractors in Pennsylvania and must submit bids with required supporting documentation including bidder qualifications. The addendum explicitly instructs contractors to calculate their own earthwork cut and fill amounts for bidding purposes, noting that the architect's preliminary calculations do not include shrink or swell factors and should not be assumed as correct. All revisions to the approved E&S control plan require written approval from the Susquehanna County Conservation District prior to implementation.

MARTINA BACARELLA ARCHITECT
ADDEDUM # 2
Project: Susquehanna County Recreation Center Site Work Date: June 5, 2026
1. Included are E&S Plans for the entire RHL – Gibson Property. These plans include S ediment B asin #2, which is Alternate Bid Item #2. The description of Alternate #2 on the Bid F orm has been updated.
2. The sheets that are most important for Sediment Basin #2 are as follows:
a. Sheet ES -1.07 Overall Phase 2 Plan (at a scale of 1”=100’) showing location of
Basin #2 relative to the rest of the development.
b. Sheet ES -1.11 Larger Scale (1”=30’) Grading and E&S Plan of the area of Basin
#2
c. Sheet ES -2.01 Includes some specific details pertaining to Basin # 2
3. The total amount of material that will need to be excavated to build Basin #2 is approximately 13,500 cubic yards. Most of that will need to be used to build up the berm on the lower side. Whatever is left over can be pushed around and leveled in that ar ea just above the Basin.
4. The total cuts and fills calculated for just the rec center site (11 acres) were as follows:
a. Total CUT = 93,720 cubic yards
b. Total FILL = 68,640 cubic yards
c. NET = 25,080 CU. YDS. <CUT> (This would be the approximate amount of material that would have to get dumped onto RHL’s property.)
5. All of the above amounts are straight comparison between existing contours and proposed contours. We did NOT use shrink or swell factors nor did we assume any quantities for topsoil, stone subbase, etc. DO NOT assume our numbers are correct .
Contracto rs should calculate their own eart hwork cut and fill amounts and use that for their base their bid .
