About this file

This is an RFP evaluation scoresheet for the South Sevier High School Auditorium Remodel project (SSD26-008) issued by the State of Utah Division of Purchasing in coordination with the Sevier School District. The project involves the construction remodel of the South Sevier High School auditorium, with the contract term extending until project completion. The RFP will result in a single contract award to the responsive and responsible vendor with the highest combined score.

The evaluation scoresheet assigns 100 total points distributed across technical criteria (25 points) and cost proposal (75 points). Technical evaluation criteria include proposed construction schedule (7.5 points, 30% weight), contractor's qualifications and experience with similar projects (10 points, 40% weight), subcontractors list and project cost breakdown (5 points, 20% weight), and references (2.5 points, 10% weight). A minimum technical score of 60 percent (15 points) is required for proposal advancement. Cost points are calculated using a formula where the lowest proposed price receives 100 percent of cost points, and all other proposals receive points proportionally based on their price relative to the lowest bid, with proposals exceeding 200 percent of the lowest price receiving zero cost points.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. An offeror whose Proposed Price is more than double (200%) the Lowest Proposed Price will receive no points. The formula to compute the points is: Cost Points x (2- Proposed Price/Lowest Proposed Price).
