About this file

This document is a Request for Proposals (RFP) issued by Jefferson County, Colorado, for emergency mass feeding catering services during various incidents such as wildfires, floods, and other natural or man-made disasters. The RFP seeks contractors to provide on-call catering services for emergency responders, evacuees, and designated individuals, with the ability to scale services up or down based on incident needs. The initial contract term is three years, with potential annual renewals for four additional one-year terms. Contractors may submit proposals for all or some meal types, and multiple contracts may be awarded, though work is not guaranteed due to the unpredictable nature of emergency incidents.

The RFP requires bidders to meet specific minimum qualifications, including one year of similar service experience, a current Retail Food Establishment License, and compliance with federal funding requirements. Proposals will be evaluated on criteria such as project history, statement of work, solution appropriateness, firm stability, proposal quality, and cost. The RFP requests detailed submissions including sample menus for standard (2000 calories/day) and high-calorie (6000 calories/day) meals, with options for different meal quantities. Pricing must be firm until December 2026, and current funding is from county sources, with potential future funding from state or federal dollars. The county reserves the right to award contracts based on best ability to meet requirements, not necessarily to the lowest-priced bidder.

II. BACKGROUND

Jefferson County responds to emergency incidents throughout the year and may occur at any time of year. Locations of the incidents will vary within the county of Jefferson. Some examples of emergencies include:

1. Weather related events (e.g. extreme cold or heat)

During these emergency incidents, on-call mass feeding services for a variable number of people are needed for the duration of the event. Firms may submit proposals for all or some of the meals included in this RFP.

Multiple contracts may be awarded under this Request for Proposal. However, the award of a contract does not guarantee that a firm will receive any work, or any specific level of work under the contract due to the uncertainties of emergency incidents. In addition, one or multiple contractors may be requested to provide services during any emergency incident.

Awarded contracts will be for a three-year initial term and may be renewed annually for four additional one-year terms.
