About this file
This is an asbestos abatement specification document prepared by Michael Kelly (Utah DAQ Card ASB-0844) for the Piute County School District regarding demolition and removal services at Oscarson Elementary School located at 160 West Sevier Avenue, Marysvale, Utah. The specification outlines the removal and disposal of asbestos-containing materials (ACM) in three distinct phases. Phase 1 involves abatement of thermal systems insulation from the tunnel system, consisting of approximately 190 mudded fittings with 3%-85% chrysotile content and approximately 30 square feet of friable debris, scheduled to begin May 25, 2026, with an estimated 15-day completion timeline. Phase 2 and Phase 3 encompass removal of floor tile and mastic from classroom closets (4), custodial closet (approximately 45 square feet), and floor tile mastic from the cafeteria under carpet (approximately 1,350 square feet), both containing 3%-5% chrysotile, with a start date of May 21, 2027, and a precise completion date of May 31, 2027, preceding demolition activities on June 1, 2027. All contractors must be AHERA certified with the Utah Division of Air Quality, capable of performing work under negative air pressure in accordance with OSHA, EPA, and State of Utah DAQ regulations, and must comply with Utah Division of Air Quality Rules R307-801.
Bidders are required to submit comprehensive proposals including full cost breakdowns for labor, materials, insurance, and disposal permits, along with verification of Utah DAQ Company licensing. Contractors must agree to hold bid pricing until June 1, 2027, as specified in the contract documents. All asbestos-containing materials must be disposed of in accordance with Utah Division of Air Quality regulations. The invitation to bid was issued on March 16, 2026, and encompasses two separate scopes of work for both Oscarson Elementary School and Circleville Elementary School, though detailed specifications for Circleville are referenced as a separate attached document.
