About this file
This is an asbestos abatement specification document prepared for the Piute County School District regarding demolition and removal services at Circleville Elementary School located at 300 South Center Street, Circleville, Utah 84723. The specification was prepared by Michael Kelly (Utah DAQ Card ASB-0844, Inspector, Management Planner, Project Designer) from Health & Safety Services and is dated March 3, 2026. The project scope involves the removal and disposal of asbestos-containing materials (ACM) from the school building prior to scheduled demolition activities. The owner's project schedule indicates a start date of January 2027 with an estimated completion timeframe of 30 days. The specification covers two primary asbestos-containing materials: approximately 870 square feet of sheet vinyl flooring containing 15% chrysotile and 3% chrysotile in underlying mastic from the walk-in refrigerator/freezer, pantry/storage, and gym restrooms (classified as friable material); and approximately 15 square feet of floor tile and mastic from the water heater closet containing 3% chrysotile in tile and 5% chrysotile in mastic (classified as non-friable material). All disposal must comply with Utah Division of Air Quality Rules R307-801, dated 8/1/2000.
Qualified bidding contractors must be AHERA certified with the Utah Division of Air Quality and capable of performing work under negative air pressure in accordance with OSHA, EPA, and State of Utah DAQ regulations. Proposals must include a full cost breakdown for labor, materials, insurance, and disposal permits, verification of Utah DAQ Company licensing, and agreement to hold bid pricing until June 1, 2027. The invitation to bid was issued on March 16, 2026, and this Circleville Elementary specification is one of two related scopes of work (the other being Oscarson Elementary School). All asbestos-containing materials identified in the specification are designated for abatement by the contractor, with the contractor bearing responsibility for accurately determining the actual amount of ACM present despite the approximate quantities and areas provided in the scope of work.
