About this file

This is an Invitation to Bid cover letter issued by the Piute County School District in Utah for asbestos abatement and disposal services at two elementary school facilities. The district seeks competitive bids for comprehensive asbestos abatement services at Oscarson Elementary School and Circleville Elementary School, with these projects serving as essential precursors to scheduled demolition activities. The request encompasses two separate scopes of work with detailed specifications prepared by Michael Kelly, who holds Utah Division of Air Quality (DAQ) Card ASB-0844. The invitation was issued on March 16, 2026. Specific response dates, due dates, site visit requirements, and bidders' conferences are not detailed in this cover letter, though the document references attached detailed specifications and scopes of work that would contain such information.

All bidding contractors must maintain AHERA certification with the Utah Division of Air Quality and demonstrate capability to perform work under negative air pressure in full compliance with OSHA, EPA, and State of Utah DAQ regulations. Proposals must include a full cost breakdown itemizing labor, materials, insurance, and disposal permits; verification of Utah DAQ Company licensing; and agreement to hold bid pricing until June 1, 2027, as mandated by the specifications. The document references detailed tables regarding material types and asbestos content, though these tables are not fully presented in the cover letter excerpt provided.
