About this file
This is a Federal Compliance Certification form for the State Parks Project at Sucia Island Marine State Park in Washington, submitted through the MRSC Bonfire Procurement Portal. The project involves procuring and installing two galvanized steel piles for a floating pumpout station, installing an Owner-furnished floating pumpout barge, and providing all associated materials, labor, and equipment. The scope of work also includes marine mammal and marbled murrelet monitoring, construction surveying, and protected species monitoring suspension activities. Bids must be submitted to State Parks Public Opportunities via the MRSC Bonfire Procurement Portal (https://mrscrosters.bonfirehub.com/portal).
The certification document establishes mandatory federal compliance requirements for all bidders across seven sections: non-collusion and ethics; federal eligibility and debarment verification through SAM.gov; anti-lobbying disclosures for contracts exceeding $100,000; domestic preference compliance with the Bipartisan Infrastructure Law requiring domestic components to exceed 55% of total cost for manufactured products; dual prevailing wage requirements under both Davis-Bacon Federal standards and RCW 39.12 Washington State standards, with payment at the higher applicable rate; environmental and cultural compliance including an Inadvertent Discovery Plan for archaeological materials; and socioeconomic steps ensuring minority businesses, women's business enterprises, and labor surplus area firms receive equitable subcontracting opportunities. The certification must be signed by an authorized representative of the bidding entity under penalty of perjury.
