About this file
This is a Non-Collusion Declaration form submitted by bidders for the Letcher County Fiscal Court's Invitation for Bid for Title Services under Round 3 of the NRCS EWP Home Buyout Program in Kentucky. The declaration requires bidders to certify that their bid is genuine, independently prepared, and made without collusion or conspiracy with other bidders. Bidders must confirm they have not solicited false or sham bids from competitors, fixed bid prices or cost elements with other parties, or shared bid information to effectuate collusive bidding. The declaration applies to all bidder entities, including corporations, partnerships, joint ventures, limited liability companies, and other organizational structures, with signatories representing they have full authority to execute the document on behalf of their organization.
The declaration is executed under penalty of perjury and serves as a mandatory certification requirement for participation in this procurement. All statements contained within the bid submission must be truthful and accurate. This non-collusion requirement is standard procurement practice designed to ensure fair competition and prevent anticompetitive conduct among bidders responding to the Letcher County Fiscal Court's solicitation for title work, title insurance, and closing services for approximately 100 properties in the hazardous materials home buyout program.
