About this file
This is a Scope of Work attachment for a Business Database Subscription contract issued by the State of Utah Department of Public Safety, Division of Emergency Management. The procurement seeks a Business-to-Business (B2B) address database designed specifically for logistics planning and emergency management purposes. The database must provide rooftop-level geocoordinates and support industry classification through both NAICS and SIC codes to enable granular filtering by industry sector. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor, with a five-year term beginning June 1, 2026, and ending May 31, 2031, with annual renewals. No specific response date or bidder's conference information is included in this Scope of Work document.
The database must meet stringent quality assurance standards, including a minimum 95% accuracy rate for business existence and address validity, USPS CASS certification for address standardization, and data sourced from reputable bureaus or verified directories. Deliverables include two personnel with unlimited 24/7 access and data export capabilities in CSV format compatible with Excel and ArcGIS applications. The vendor must provide a self-service portal for bulk exports and offer suppression services to prevent duplicate records. The vendor must also guarantee its pricing for the entire five-year contract life. The database must have been established for a minimum of two years prior to proposal submission, demonstrating stability and reliability in data maintenance.

Attachment B: Scope of Work Business Database Subscription
Introduction Department of Public Safety’s Division of Emergency Management (DEM) needs a clean, reliable business address database that can be easily filtered, formatted, and exported into Excel/CSV for upload into ArcGIS. Our goal is strictly to map business location data, not to conduct sales, marketing, or outreach activities.
Background Department of Public Safety’s Division of Emergency Management (DEM) is the lead state agency for prevention, mitigation, preparedness, response, and recovery.
Scope of Work To provide a high-quality Business-to-Business (B2B) address database for Logistics Planning. The data must support granular industry targeting via SIC and NAICS codes and provide rooftop-level geocoordinates for high-precision mapping.
Requirements Industry Classification:
· NAICS Codes: Primary and secondary 6-digit codes as per the Official NAICS Manual. 2022_NAICS_Manual.pdf
· SIC Codes: Standard 4-digit or proprietary 6-digit codes for legacy system compatibility.
· Filtering: Capability to filter by specific industry sectors, sub-sectors, and industry groups.
Geospatial Precision:
· Rooftop Resolution: Coordinates (Latitude/Longitude) must be at "Rooftop" or "Address Point" precision, not ZIP+4 or street-centroid approximations.
· Standardization: All addresses must be cleansed and standardized (e.g., USPS CASS certified) prior to geocoding to ensure coordinate accuracy.
· Core Business Fields: Legal company name, physical street address, city, state, 9-digit ZIP code, and verified contact details. Must have an established database for more than 2 years.
Data Delivery & Export Workflow To support a standard Excel/CSV workflow, the following delivery specifications are required:
· File Format: Standard Comma-Separated Values (CSV) encoded in UTF-8 to prevent character corruption.
· Ease of Download: A self-service portal or direct download link that allows for bulk exports without manual record-by-record selection.
· Excel Compatibility:
· Column headers must be clearly labeled (e.g., Company_Name, NAICS_Code, Latitude).
· Large datasets exceeding 1,048,576 rows must be delivered in multiple CSV files to comply with Excel’s row limits.
Compliance
Quality Assurance & Compliance
· Accuracy Guarantee: A minimum 95% accuracy rate for business existence and address validity.
· Suppression Services: Option to suppress existing customer files to avoid purchasing duplicate records.
· Provenance: Data must be sourced from reputable bureaus, government filings, or verified online directories.
Project Deliverables Provide two (2) personnel, unlimited 24/7 access.
Project Timeline To begin 6/1/2026 – 5/31/2031, renewed annually.
