About this file
This is a proposer guidelines document for the Haralson County School District (HCSD) in Georgia, establishing conduct and access restrictions for non-employee vendors and service providers who frequent school facilities. The document outlines that non-employees may only interact with students as deemed necessary by school administration, must restrict their presence to designated areas relevant to their assigned duties, and are prohibited from initiating unauthorized conversations or activities with students. Non-employees are required to conduct themselves appropriately in both actions and speech while on school premises, are permitted access only during regular school hours or by pre-arranged appointment with administration, and must generally perform their responsibilities without soliciting student participation unless explicitly authorized in writing by the principal. The guidelines apply to custodial services being procured under RFP 91039/27/671 for facilities listed in the associated work list.
Proposers must acknowledge acceptance of these guidelines by signing and dating the document and returning it with their complete RFP packet as a condition of proposal submission. This document serves as a prerequisite compliance requirement rather than a pricing, funding, or contract term document, establishing baseline behavioral expectations and access protocols for all vendors engaging with the school district.

Guidelines for Proposers or Other Non-Employees Who Frequent the School and Have Limited Access to Students:
• Non-employees are only to have contact with students as determined necessary by school administration or designee. For example, vendors marketing products are not to initiate or continue conversations or activities with students, unless authorized to do so by the administration/designee.
• Non-employees are only to be in the building in designated areas necessary to conduct their specific responsibilities.
• Non-employees should not react to student actions/behavior other than to report these actions to the administration.
• Non-employees, while on school premises, are expected to conduct themselves properly in both actions and speech.
• Non-employees are authorized to be on school premises only during regular school hours or during times pre-arranged with the school administration.
• Except where the Principal has provided specific written permission, non-employees who conduct business within a school must do so without soliciting students to participate or aid them in performing their responsibilities.
