1. PROJECT INFORMATION
This section provides an overview of the project.
1.1. PROJECT SUMMARY
This project will enhance the pedestrian crossing at Gate 6 and Dorothea Dix Road, SE. Due to the sunken gate and the fence screening, a vehicle exiting the West Campus via Gate 6 may not be visible to pedestrians. The enhancements will raise awareness to pedestrians of approaching vehicles as the pedestrians approach the new marked crosswalk intersecting the outbound and inbound driveways at Gate 6. See Section 2.1 for detailed project requirements.
The Design/Build (D/B) Contractor shall coordinate all work, including Government activities and gain approvals required in this Statement of Work (SOW) from the Contracting Officer (CO) and Contracting Officer’s Representative/Project Manager (COR/PM) as required.
1.2. PROJECT BACKGROUND
The St. Elizabeths West Campus is located in Ward 8, in the Southeast quadrant of Washington, D.C.
The purpose for the redevelopment of the St. Elizabeths West Campus is to consolidate the most critical of the 26 headquarter elements and operating components of the U.S. Department of Homeland Security (DHS). Once the development of the West Campus is completed, the total program will accommodate 4.1M gross square feet (GSF) of habitable space. The 4.1M GSF makes the redevelopment of the St. Elizabeths West Campus the largest construction project in the history of the U.S. General Services Administration (GSA) and the largest federal construction project in the Washington Metropolitan Area since the Pentagon was built. The St. Elizabeths West Campus is designated as a Facility Security Level (FSL) V, with a designated operational side and developmental side.
1.3. CONTRACT TYPE
This contract is a firm fixed-price contract. The services required shall include, but shall not be limited to, the following:
● Contract Management
● Professional Architect/Engineer Services
● Construction Services including but not limited to Materials, Labor, and Supervision

2. SCOPE OF WORK
This section details the technical requirements and constraints for which the D/B Contractor is responsible.
The Scope of Work indicated is not intended to limit the design of the D/B Contractor’s Architect/Engineer (A/E). Variation from the Scope of Work will be considered by GSA, if the proposed change is within the construction budget limitations, meets the objectives for the project, and results in an improved design. The Contracting Officer and the COR/PM must approve all proposed changes to the Scope of Work.
2.1. PROJECT REQUIREMENTS
2.1.1. Base Bid
The Contractor shall be responsible for relocating any electrical and/or mechanical building system components necessary to perform this work. The Contractor shall:
1) Replace the existing octagon stop sign with a new solar-powered flashing LED octagon stop sign.
The solar-powered flashing LED octagon stop sign shall be directly connected to the outbound vehicle plate barrier at Gate 6.
Exiting Gate 6, the existing octagon stop sign is located at the (northwest) corner of the Gate 6 outbound driveway. The Gate 6 outbound driveway intersects with a sidewalk, then intersects with Dorothea Dix Road, SE. When the outbound vehicle plate barrier is down, then the solar-powered flashing LED octagon stop sign is activated and will start flashing.
The solar-powered flashing LED octagon stop sign shall be for outdoor use of similar type and size as the current octagon sign, to include aluminum alloy board, reflective sheeting, and weatherproof. The sign shall be compliant with the Manual on Uniform Traffic Control Devices (MUFCD) and other applicable requirements and codes.
2) Install two (2) new single flashing LED yellow light poles. Each pole will have a built-in battery backup. One (1) pole will be installed (south or) prior to the intersection of the sidewalk and the inbound lane of the Gate 6 driveway. The other single flashing LED yellow light pole will be installed (north or) prior to the intersection of the sidewalk and the outbound lane of the Gate 6 driveway.
Both single flashing LED yellow light poles shall be directly connected to the Gate 6 outbound vehicle plate barrier, so when the plate is lowered, the LED yellow light on the poles will be activated. Install a new switch within the guard booth at Gate 6, so the single flashing LED yellow lights can be activated manually.
3) Install a total of two (2) new static traffic warning signs. Each static traffic warning sign is to be installed at each single flashing LED yellow light pole to alert pedestrians of approaching traffic.
The signs shall be, at a minimum, for outdoor use, aluminum alloy board, reflective sheeting, and weatherproof. The signs shall be compliant with the Manual on Uniform Traffic Control Devices (MUFCD). Suggestive wording:
● Entering Traffic When Flashing
● Traffic Approaching When Flashing
● Caution Crossing Traffic When Flashing
● All signage wording to be approved by GSA
April 2, 2024-v3 October 29, 2024 CUI 7 of 41
Contractor shall field verify all work before starting such work. All deliverable locations of work are to be approved by GSA prior to commencement of work.
Any system the Contractor deems necessary to relocate and is not described in this SOW, shall only be relocated after approval from the COR/PM.
The Contractor shall perform all services described in all solicitation documents and Request for Proposal (RFP) documents including this Statement of Work.
The project is not a change in use of space. The project is not a change in occupancy. All designs must be fully approved prior to the start of any construction.
The project is not a change in use of space.
The project is not a change in occupancy.
All designs must be fully approved prior to the start of any construction.
2.1.2. Option 01: Not applicable.
2.1.3. Unit Price 01: Not applicable.
2.2. PROJECT SITE REQUIREMENTS
2.2.1. Work Restrictions
The D/B Contractor shall survey the entire worksite and review existing documentation to be familiar with the existing conditions. This includes all areas of the building, structure, and site affected by the removal and demolition work, and alterations and new construction work, prior to initiation of design work.
During the construction period, the D/B Contractor shall have full use of the designated premises for construction operations, including full use of the indicated work site, limited only by the Government's right to perform work, or retain other contractors to perform work, on portions of the project. The D/B Contractor shall limit the use of the premises to the work areas indicated, and to allow for Government occupancy and public use.
The building is to remain fully operational throughout the entirety of the project, with no disruption to tenant operations. All work areas must be cleaned at the end of every work day.
The work shall be sequenced to minimize disruption to building occupants, visitors, and maintenance activities. To the greatest extent feasible, demolition work should not take place until supplies are on hand to perform new work.
The D/B Contractor shall coordinate all work activities with the GSA Building Manager and the COR/PM to ensure that proper security and access arrangements are made without impact on the construction schedule.
April 2, 2024-v3 October 29, 2024 CUI 8 of 41
