About this file
This is a Technical Narrative Response Form for RFP #2000004209 issued by Fairfax County, Virginia, to solicit proposals for emergency food and emergency housing assistance programs. The form provides guidance for applicants to develop comprehensive technical proposals addressing demonstrated community needs, program implementation approaches, expected outcomes, and organizational capacity. Proposals must align with the One Fairfax Policy, a joint racial and social equity framework adopted by the Fairfax County Board of Supervisors and School Board that commits to equitable service delivery regardless of race, color, sex, nationality, sexual orientation, religion, disability, income, or place of residence. The form requires applicants to utilize census-level data rather than ZIP code data to identify disparities and evaluate community-level impacts with greater precision.
The technical narrative is evaluated on four primary criteria totaling 100 points: Demonstration of Need (10 points), requiring statistics, target population identification, and service gap analysis; Approach (30 points), encompassing program description, systemic impact, partnerships, and accessibility measures; Outcomes (15 points), including measurement methodology and anticipated community impact; and Organizational Capacity (25 points), addressing staffing structure, volunteer engagement, financial management systems, and past performance. Additionally, applicants must submit a Program Abstract of 350 words maximum identifying the funding category and program alignment with One Fairfax focal areas. Supporting documentation including organizational charts, position descriptions, and staff resumes must accompany the technical proposal but do not count toward page limits. The RFP emphasizes leveraging community partnerships and Coordinated Services Planning to maximize service delivery while minimizing duplication and ensuring Americans with Disabilities Act compliance and genuine inclusivity.

RFP #2000004209
FORM 3
TECHNICAL NARRATIVE RESPONSE FORM
Guidance for RFP Responses To support your responses to the RFP questions, watch the video Becoming One Fairfax – An Introduction to Key Concepts, review the One Fairfax Policy, and examine the Urban Institute’s Upward Mobility Framework.
One Fairfax is a joint racial and social equity policy adopted in November 2017 by the Fairfax County Board of Supervisors and the School Board. The policy commits both entities to intentionally consider equity when developing policies or delivering programs and services. It affirms that all residents deserve equitable opportunities to succeed, regardless of race, color, sex, nationality, sexual orientation, religion, disability, income, or place of residence.
The Urban Institute’s Upward Mobility Framework provides an important structure for understanding, measuring, and fostering economic and social mobility within communities. It helps identify key factors that influence an individual’s ability to improve their life circumstances and overall well-being over time.
When developing your technical narrative, draw upon these frameworks and prioritize the use of census-level data (e.g., census tracts or block groups) rather than ZIP code data, which can obscure inequities. Using detailed census data allows for more precise identification of disparities and deeper evaluation of community-level impacts. This approach provides critical insights into the structural and systemic factors that shape outcomes.
PROGRAM ABSTRACT (350 word maximum) Identify the funding category for this proposal. Provide a concise description of the proposed program, its implementation strategy, and program goals and objectives. Clearly explain how it aligns with the focal areas of the One Fairfax Policy.
A. DEMONSTRATION OF NEED Total = 10 Points Describe the need for your emergency food or emergency housing program, including the inequities driving those needs within Fairfax County. Your response must include:
1. Statistics and Data: Include relevant data—preferably at the census tract level—and/or research that demonstrates the need for emergency food or housing services (local, state, or national).
2. Target Population and Area: Identify the specific population, neighborhoods, and/or geographic areas the initiative will serve.
3. Service Gaps: Identify existing gaps in services that your program seeks to address.
B. APPROACH Total = 30 Points Describe the emergency food or emergency housing program you plan to deliver and how it addresses the identified needs. Include:
1. Program Description and Timeline: Describe the program in detail, outlining how it will address anticipated barriers to service access. Provide a timeline that lists major tasks, responsible parties, and completion dates by month or quarter during the contract period (use “Year 1,” “Month 1,” “Quarter 1,” etc., not calendar dates).
2. Systemic Impact: Explain how the program’s services and activities will contribute to transforming systemic structures, reducing inequities, and increasing the upward mobility, power, and autonomy of community members.
3. Partnerships and Collaboration: Describe how the program will leverage partnerships with community groups, organizations, resources, and Coordinated Services Planning (CSP) to maximize service delivery and minimize duplication.
4. Accessibility and Inclusion: Explain how your program creates welcoming and inclusive environments. Discuss accessibility for individuals with diverse cognitive, behavioral, physical, and sensory abilities—ensuring both compliance with the Americans with Disabilities Act (ADA) and a genuine sense of belonging.
C. OUTCOMES Total = 15 Points Describe the expected outcomes of the program. Your response should include:
1. Form 4 and Outcomes: Identify selected program outcomes on Form 4. If a standardized outcome was not selected, explain why.
2. Measurement and Data Collection: Describe your data collection process and explain how outcomes will be measured, including assessment tools used.
3. Anticipated Impact: Describe the expected impact on the population and/or community served.
D. ORGANIZATIONAL CAPACITY Total = 25 Points Describe the organizational structure and management of the program to include the following:
1. Organizational Structure and Staffing: Provide an overview of the program’s structure, detailing all key staff (employees, consultants, contractors, and volunteers), their roles and responsibilities, and how these align with program goals. Include an organizational chart and note any positions that will be filled post-award, with projected hiring dates. Attach Program Position Descriptions that detail the required skills, program management, and fiscal staff positions. Attach Program Staff Resumes for key personnel assigned to work on the program. (Program Positions Descriptions and Program Staff Resumes should be uploaded as part of the technical proposal and do not count towards the page limit of the technical narrative response.)
2. Volunteer Engagement: Describe volunteer contributions, including anticipated numbers, roles, and hours. If volunteers are not utilized, explain why.
3. Financial Management: Describe your organization’s financial and accounting systems, including internal controls to ensure accuracy and accountability. Explain how funding streams and matching expenditures are tracked and separated. If applicable, detail how gift cards are managed, distributed, tracked, and reported to ensure compliance and proper use.
4. Past Performance: Discuss your organization’s past performance on this or similar programs, highlighting successes, challenges, lessons learned, and how these lessons will inform the proposed program’s design and implementation.
