PERFORMANCE WORK STATEMENT (PWS)
FOR
Catered Meals Services
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Catered Meal Services, as defined in this PWS.
1.1.1 Objectives.
1.1.2 Catered meal services are requested in support of Oklahoma Army National Guard (OKARNG) Soldiers throughout the training year and required to support training events, local mobilizations and other associated events. The supplying of catered meals has had challenges in the past related to vendor food quality, untimely requests for support from training units, and a lack of vendors willing to support the wide array of training locations throughout the state to include rural areas outside of the major metropolitan areas of Oklahoma City and Tulsa.
1.1.3 The Oklahoma National Guard intends to award numerous Blanket Purchase Agreements (BPA) that maximizes competition through a regional and tiered approach.
Regional Concept. All catered meal vendors are grouped into five regions with the I-35 and I-40 interstates serving as the dividing line between the regions.
Vendors can register to support as many regions as they want or even the entire state.
o Central Oklahoma (Oklahoma City, Edmond, Norman, Mustang, Stillwater, Shawnee, Pauls Valley, Chickasha, El Reno, Chandler) o Northeast Oklahoma (Tulsa Metro, Broken Arrow, Muskogee, Braggs, Tahlequah, Bartlesville, Fort Smith, AR.)
o Northwest Oklahoma (Woodward, Enid, Guymon, Weatherford) o Southwest Oklahoma (Lawton, Altus, Duncan, Ardmore) o Southeast Oklahoma (Ada, Durant, McAlester)
Tiered Meal Support. Vendors can register for multiple tiers.
o Tier I – Fully catered meal and delivery services (i.e. mobile kitchens) meeting all nutrition requirements outlined in Paragraph 5.0 and capable of serving menus prescribed by the Oklahoma National Guard.
o Tier II – Fully catered meal and delivery services meeting all nutrition requirements outlined in Paragraph 5.0 but unable to provide meals as prescribed by the Oklahoma National Guard. Vendors in this tier provide their own specialty menus.
o Tier III – all other meal support that do not meet the requirements of Tier 1 and 2. This includes fast food type establishments and vendors who cannot deliver and cater and only provide pickup and/or dine-in services.
The Oklahoma National Guard intends to compete all meal requirements by submitting a request for quote (RFQ) to all vendors with a current BPA for specific events by region. Priority for selection is in order Tier I, Tier II and Tier
III.
BPAs are non-binding agreements. The Government or vendor can leave the agreement at any time. Individually orders placed thru the BPA by authorized Government personnel and signed by the vendor are contractually binding actions. Pricing can be adjusted upon mutual agreement between vendor and the government.
