About this file
This is a Cost Proposal Form for RFP-RC-EPC-2026-001, issued by the County of Rockland on behalf of the Empire State Cooperative Procurement Alliance (ESCPA), soliciting proposals from qualified firms to provide professional auction services for the sale and disposal of surplus municipal personal property, equipment, and vehicles throughout New York State. The resulting contract will be available for use by the County of Rockland and all authorized political subdivisions, school districts, BOCES, special districts, and other eligible entities statewide. The contract excludes real estate auction services. The RFP seeks comprehensive auction services including asset review, description refinement, listing uploads, lot number assignment, photography, and cataloging activities, with proposers required to submit detailed pricing for all services and fees under this statewide cooperative contract structure.
Proposers must provide firm pricing for the initial contract period, with all costs fully loaded and inclusive of ordinary administrative, overhead, and profit expenses. Pricing components include a buyer's premium percentage (with a mandatory 1.75% Empire Procure Connect marketplace administrative fee applied only to the buyer's premium, not the underlying sales price), auction set-up and listing fees (priced per lot with or without site visits required, or per auction event with minimum charges), and any other fees such as credit card surcharges, ACH/wire processing fees, title/document handling fees, and pickup coordination charges. Proposers must specify their remittance period for net sale proceeds to the selling agency, with the current RFP standard set at fourteen calendar days after auction close unless otherwise proposed and accepted. A pricing narrative is required to clarify how pricing applies, including conditions triggering site visits, volume discount availability, fee waivers for larger auctions, and assumptions regarding agency-provided materials.
