This is a Request for Proposal (RFP) issued by the County of Rockland's Department of General Services on behalf of the Empire State Cooperative Procurement Alliance (ESCPA) for professional auction services for surplus municipal personal property, equipment, and vehicles. The solicitation seeks a qualified firm to provide a comprehensive, internet-based auction platform and supporting services available for use by the County of Rockland and authorized political subdivisions, school districts, BOCES, and special districts throughout New York State. Services must include online auction platform functionality, auction setup and listing services, marketing and promotion, payment collection and financial administration, buyer management and pickup coordination, title transfer support for vehicles and equipment, customer support and training, and comprehensive compliance and records management. The RFP requires submission of proposals by June 4, 2026, at 3:00 PM EDT through the Bonfire Portal. A virtual pre-proposal meeting will be held on May 21, 2026, at 10:00 AM via Microsoft Teams, with a question submission deadline of May 28, 2026, at 3:00 PM. The contract term will be three years with options for two additional one-year renewals. The County reserves the right to conduct regular performance and cost reviews and may negotiate price and service elements during the contract term.

Proposers must demonstrate at least five years of experience providing auction services to governmental entities and must submit disclosure of the number of municipal auctions conducted in each of the last three calendar years, bidder database metrics, marketing plans, and references from a minimum of three current and two past municipal customers. Pricing should minimize direct costs to participating agencies and rely primarily on buyer's premium or similar bidder-paid charges; the County specifically requests highly competitive buyer's premiums. The awarded contractor must participate in the Empire Procure Connect Online Marketplace and pay a 1.75% administrative fee applied only to the buyer's premium, not to underlying sales prices. Net proceeds from auctions shall be remitted to selling agencies within fourteen calendar days after auction close. Proposers must be authorized to do business in New York, carry commercial general liability insurance of $1,000,000 per occurrence, maintain appropriate workers' compensation coverage, and comply with all applicable federal, state, and local laws. The evaluation criteria assigns 300 points to experience and qualifications, 250 points to bidder database and marketing reach, 200 points to online platform and operational approach, 200 points to cost and financial return, and 50 points to government references.
