About this file
This is a project specification document for the Muntz Library Stair Renovation, a construction project at the University of Texas at Tyler. The project involves replacement of the existing open stair handrail system and stair finishes in Robert R. Muntz Library, along with related flooring replacement on multiple floors. The scope of work includes demolition of selective building components, installation of glazed decorative metal railings with glass gates and laminated glass balusters, gypsum board finishing, ceramic tile installation on first through fourth floors, resilient base and accessories, luxury vinyl floor tile, walk-off carpet tile, and interior painting throughout the affected areas. The project location is 3900 University Boulevard, Tyler, Texas 75799. The RFQ number is 750-21/22-14 with job number 25.102, prepared by Fitzpatrick Architects dated February 5, 2026. Key temporary facilities and controls include dust partitions with HEPA filtration, moisture protection planning, temporary fire protection compliance with NFPA 241, and coordination with ongoing university occupancy during construction. Work is restricted to 7 a.m. to 7 p.m., Monday through Friday, unless otherwise approved, with 72 hours' notice required for activities affecting owner operations.
The project includes a contingency allowance of $50,000 for materials and labor related to owner/architect-directed changes and unanticipated items uncovered during demolition. Three alternates are specified for flooring replacement options on individual floors, allowing substitution of ceramic tile and tile base for LVT flooring and rubber base at owner discretion. All bidders are notified that the University of Texas at Tyler is exempt from paying sales, excise, and use tax on project materials, requiring contractors to issue resale certificates to suppliers rather than paying tax. Prevailing wage rates apply to all worker classifications per Article 5159a, Texas Civil Statutes, with journeyman rates and apprentice compensation at not less than 60 percent of journeyman wages. The contract specifies detailed submittal procedures, quality assurance requirements including mockups for gypsum board and paint finishes, and comprehensive specifications for all materials and installation methods. A pre-demolition conference is required at UT Tyler Facility Management Building, and a preconstruction conference must be conducted no later than 15 days after contract execution. The specifications require compliance with multiple ANSI, ASTM, and industry standards for tile installation, painting, resilient flooring, and metalwork, with final completion including punch list completion, warranty submissions, and final cleaning within 30 days of substantial completion.

STATE TAX EXEMPTION 000120 - 1
SECTION 000120 - STATE TAX EXEMPTION
PART 1 - GENERAL
1.1 STATE TAX EXEMPTION:
A. All Bidders are hereby notified that the Owner is specifically exempt from paying the Limited Sales, Excise and Use Tax on the materials to be used on this project. The successful Prime Contractor will be required to list separate dollar amounts of building materials and separate dollar amounts for skill and labor in the Contract Documents. This separation will not be required on the Proposal Forms prepared by the Bidders. This type of separate contract establishes the Owner as the ultimate consumer of the building materials and thus creates tax-exempt status for the materials to be used in this project.
B. The prime Contractor will receive exemption certificates from the Owner. The Prime Contractor will then issue Resale Certificates to their suppliers in lieu of the tax.
C. Please note that if the sub-contractor mistakenly operates under a lump-sum contact, he is required to pay the tax to his supplier even though his Prime Contractor is operating under a separate construction contract. However, all sub-contractors shall have separate contracts with their Prime Contractor as described previously so that they too may issue Resale Certificates, in lieu of the tax, on materials used in the performance of their contracts. Subcontractors shall obtain the Resale Certificates from the Prime Contractor.

Workers in classifications where rates are not identified shall be paid not less than the general prevailing rate of "laborer" for the various classifications or work therein listed.
1.5 The hourly rate for legal holiday and overtime work shall be not less than one and one- half (1 & 1/2) times the base hourly rate.
1.6 The rates specified are journeyman rate. Apprentices may be used on the project and may be compensated at a rate determined mutually by the worker and employer, commensurate with the experience and skill of the worker but not at a rate less than 60% of the journeyman's wage as shown. At no time shall a journeyman supervise more than one (1) apprentice. All apprentices shall be under the direct supervision of a journeyman working as a crew.
