About this file
This is a business license requirements document from the City of Little Rock Treasury Management Division related to the Interstate Park Facility Use Lease rebid opportunity for leasing football fields and associated facilities at Interstate Park, 3900 Arch Street, Little Rock, Arkansas. The document establishes licensing requirements for businesses seeking to contract with the city, specifying that businesses with physical locations in Little Rock must obtain business licenses for each location, while businesses based in other Arkansas cities may use their existing licenses if their home city requires licensing. Out-of-state businesses without permanent Arkansas locations must obtain Little Rock licenses unless they already hold licenses from other Arkansas cities, provided the license classification matches the type of work to be performed.
The licensing requirements include exemptions for non-profit organizations and specify that out-of-state companies only need to bid on Little Rock proposals without obtaining licenses, but winning bidders must secure licenses if they establish permanent locations within Little Rock city limits for project duration. The City of Little Rock Treasury Management Division, under Treasury Manager Scott Massanelli, has sole authority to determine business license validity and will honor comparable licenses from other Arkansas jurisdictions. These requirements apply to all businesses seeking to provide services under city contracts, ensuring proper business registration and regulatory compliance for municipal contracting activities.

City of Little Rock Business Licenses Requirements
The City of Little Rock Treasury Management Division will determine validity of all business licenses.
If a business has a physical location in Little Rock, they are required to have a business license for each location.
If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.
Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.
A Non-Profit Organization is exempt from having to obtain a business license.
