About this file

This memorandum documents a limited asbestos inspection conducted at Building 1075 of Malmstrom Air Force Base. Samples were collected from flooring, mastic, cove base, and concrete crack patching materials in rooms 118 and 119, which all tested negative for asbestos. Similar untested materials in the walk-in coolers of rooms 120-122 must be presumed to contain asbestos until sampled. The inspection was performed to support a proposed floor repair project under Solicitation Number FA462623Q0004 for DFAC Flooring issued by the Department of the Air Force Global Strike Command. Additional sampling will be required if the project scope expands to include other materials or if additional suspect materials are encountered.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 341st Missile Wing (AFGSC)

03 April 2023

MEMORANDUM FOR: 341 CES/CENM

FROM: KATIE REDISKE, NEPA MANAGER, 341 CES/CENP

SUBJECT: LIMITED ASBESTOS INSPECTION - BUILDING 1075, ROOMS 118 – 122

Asbestos samples were collected from flooring and other affected materials located in Rooms 118 and 119 in Building 1075 for the proposed floor repair project (Opp#1074314). Rooms 120-122 are the walk-in-coolers and samples were not collected from these areas due to metal flooring covering any suspect materials.

Ms. Katie Rediske, an asbestos inspector accredited by the Montana Department of Environmental Quality (MDEQ), conducted a limited asbestos inspection in Building 1075 in accordance with Administrative Rules of Montana (ARM)

17.74.354. During the inspection, suspect materials were grouped into homogeneous areas (HAs) based on material type, textures, and colors. The following HAs were identified in rooms 118 and 119:

• 12” x 12” floor tile with mastic – light gray with pink, blue, and white mottles;

• 4” tan cove base mastic; and

• Patching material in a concrete floor crack.

Potential materials located in Rooms 120-122, the walk-in-coolers, include foam and mastic. Since these materials were not accessible at the time of the inspection, they must be presumed ACM (PACM) until they can be sampled and tested for asbestos. Sampling may occur once the project begins and access is provided to these materials; otherwise, they must be considered PACM and treated as ACM for abatement and disposal.

Samples of the accessible suspect materials were collected as required by ARM 17.74.354(3)(c) and sent to EMSL Analytical, Inc., located in Denver, Colorado, for analysis. EMSL meets the laboratory requirements specified in ARM 17.74.354(4)(a). Materials are classified as asbestos containing materials (ACM) if they contain greater than one percent asbestos.

All sampled suspect materials were determined by laboratory analysis to be Non-ACM. Therefore, no additional action is required for the materials sampled during this inspection. Suspect materials located in the walk-in-coolers may either be sampled or treated as asbestos. If additional suspect materials are encountered, or the scope of the project changes to include additional suspect materials, an MDEQ-accredited asbestos inspector should be contacted for additional sampling.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
