About this file

This is a Bid Form document for the Wormleysburg Borough's June 2026 Rupley Park Improvements Project, a general construction initiative managed by RETTEW as the project engineer. The project scope encompasses park improvements as specified in the contract documents, with bidders required to submit pricing through the electronic PennBID website. Substantial completion is required on or before November 8, 2026, with final completion and payment readiness within 30 calendar days thereafter. Bidders must visit the site to familiarize themselves with local conditions and must acknowledge receipt of all addenda to the contract documents. The bid will remain subject to acceptance for 60 days following bid opening, or 120 days if award is delayed by government agency approvals, bond sales, or grant awards. Selected bidders must execute the agreement and provide required bonds and documentation within 15 days of the Owner's Notice of Award.

Bidders must enter prices into the electronic Bid Form on PennBID and acknowledge that all work designated as "complete in-place" includes labor, materials, tools, equipment, excavation, restoration, and testing, with no additional payment for incidental items. The contract requires liquidated damages provisions for failure to meet completion deadlines. Bidders must complete and submit electronically an Experience Questionnaire, Non-Collusion Affidavit, Nondiscrimination Sexual Harassment Provisions, and Public Works Employment Verification documentation along with required bid security. Notably, bidders must complete a minimum of 50 percent of the work with their own forces, and final payment will be based on actual quantities rather than estimated quantities provided in the bid form. Unit prices are to be computed in accordance with the General Conditions Article 11.
