About this file

This Scope of Work document outlines maintenance and calibration services for the Utah Army National Guard at Camp Williams. The contract involves factory-certified calibration and maintenance of two remote automated weather stations located on the military installation. The anticipated contract term is five years, with vendor pricing guaranteed for one year. The procurement is structured as an Invitation for Bid (IFB) with award anticipated to the lowest responsive and responsible bidder. No specific information regarding response dates, site visits, or bidder conferences is detailed in this scope document.

The scope emphasizes that maintenance services must comply with factory certification standards to ensure accuracy and reliability of the weather monitoring equipment. The contract will support Camp Williams' operational requirements for weather data collection and atmospheric monitoring. Pricing terms require vendors to provide firm, fixed pricing for the initial contract year, with provisions for adjustments in subsequent years to be negotiated. The document does not specify funding amounts, set-asides, or incumbent contractor information, focusing instead on the technical requirements and performance standards expected from the selected vendor.

Attachment B – Scope of Work

RR26-34

Army Garrison Camp W.G. Williams Bluffdale, Utah Weather Station Maintenance

This scope of work is for the full maintenance and factory certified calibration of two (2) Remote Automated Weather Stations (RAWS) at Tickville, and Oak Springs on Camp Williams, (2) Radio repeaters, and one (1) Lightning Danger Detection Station on Latimer Peak. The three stations will be referred to as weather stations and specific components of each station will be identified to determine appropriate maintenance and calibration.

The main tenet of this scope of work is that the stations remain RAWS compliant and remain compliant, functional, and transmitting to the GOES network. Raw data must be transmitted to NIFC (National Interagency Fire Center) (GOES network) and to the Range Control computer via radio and repeater.

The focus operational time period for the weather stations is April through November. However, the stations must remain operational and collect weather data year-round. In order for there to be no interruption of service, each weather station must have two sets of sensors. This allows the set being unused to be calibrated while the other continues to gather data as a precursor to the calibrated sets being installed. The winning bid will be responsible for storage and calibration of the extra sets of sensors.

This scope of work will be referred to as the AGCW Weather Station Maintenance Project. This Agency Contract is for a period of five (5) years with no renewal options. There is no guarantee of future projects under this contract. The offered price must be guaranteed for the first year of the contract.

Description of Work:

Each weather station requires annual maintenance, calibration, and testing of sensors and support equipment (e.g. solar panels, batteries, cabling, etc.) to ensure accurate reporting through the spring, summer, and fall seasons.

The 2 RAWS stations contain the following components:

CS506 10-hour fuel moisture stick: replace stick, test, and provide test resultsCS205/107 10-hour fuel temperature stick: replace fuel temp stick, calibrate sensor, test, and provide test results.

HC2S3-L Relative Humidity and Temperature Probe: factory calibrate, compare against separate sensor and provide test results. If factory calibration fails it would need to be replaced.

WS05103 Wind Monitor: factory calibrate, test after swapping with old sensor. Perform 4 quadrant test and compare against a separate wind monitoring device. Provide test results.

CS300-L Pyranometer: factory calibrate, test after swapping old sensor. Provide test results.

CR1000 Datalogger: test datalogger.

TE525WS - remove Rain Gauge, factory calibrate, replace, test after installation. Provide results oftest factory calibration document.

The Lightening Sensor on Latimer Peak contains the following:

CS110 Electric Field Meter: clean and run calibration process on site annually. If sensor does not pass on-site calibration then factory calibrate. Factory calibration is required a minimum of every third year. After factory calibration, run on-site calibration using a parallel plate calibration chamber. Provide results of on-site calibration and factory calibration document.

CR1000 Datalogger: test datalogger The stations sites will be maintained free of vegetation by Camp Williams staff. The Lightning detection site will be kept free of vegetation and soil by Camp Williams staff.

Each component of each system must be cleaned, calibrated, and tested by April 15th of each year.If components are damaged or broken the replacement and installation of these components must be completed no later than May 1st of each year. If components are damaged or broken after contracted annual calibration/maintenance is completed services performed under this contact at rates outlined in the contract must be completed no later than two weeks from time of service request. The exception to this stipulation is dependent on the availability of replacement parts from the manufacturer. Allowance has been made for the first year of this contract due to delays in the bidding process. Subsequent years must adhere to the timeframe specified. The allowance for the first year of the contract allows the vendor to complete the requested work within four (4) weeks upon award of contract. Timeline may be extended by the Range Officer in writing due to issues for accessibility when thereis a conflict due to military training schedules or inclement weather.

Services must include the swap out of calibrated sensors, checks of the power system to ensure functionality, checks of the radio system to ensure functionality, checks of the radio datalogger (Campbell Scientific CR1000) to ensure functionality. The radio repeater sites must be checked to ensure the system is communicating, and the base station and software in the Range Control building (building 3010) must be checked and adjusted as needed to ensure complete system functionality.

These stations use the Loggernet RTMC software which must be maintained and updated as part of this contract. When a computer is replaced and the software must be reloaded, the pricing of the software as part of the component list of the submitted bid and the service quote for hourly service will apply.

Other Requirements:

The Contractor is responsible to travel to the site, plan timing of work performance to meet the specified timelines, coordinate with Range Control for access to sites at least 1 week prior to planned work, and process billing in a timely manner.

When communication with the GOES network or the Range Controlcomputer is interrupted, the vendor is responsible for troubleshooting. In the case of the GOES network, this will require time to troubleshoot with NIFC. When troubleshooting is required outside of the annual maintenance in May, the hourly rate will apply.

Site Access:

Access to the weather stations requires coordination with Range Control at 801-878-5414. These sites are located in the Camp Williams Range Complex and military training is frequent in these areas.

Point of Contact (POC):

The main point of contact for the day-to-day operations of the work will be communicated to the contractor upon award of the contract.

Safety and Liability:

Since AGCW is a live-fire military training institution, there is the possibility of the contractor coming in contact with Un-explodedOrdnance (UXO). The AGCW Range Control staff will brief the contractoron how to handle a situation should they come in contact with UXO prior to the beginning of each contract period. Additional training is available upon request at any time. The UTNG will not be liable for any loss of life, limb, or damage to the contractor or their equipment if they handle UXO.
