About this file
This is a Scope of Work document issued by the Utah Division of Forestry, Fire and State Lands (FFSL) for monitoring wetland hydrology and invasive Phragmites plant cover across the Great Salt Lake region. The project seeks to establish a comprehensive monitoring framework to document changing wetland conditions resulting from decreasing water flows and rapid Phragmites expansion across the lake's 100,000+ acres of wetlands. The contractor will develop a time-series dataset using remote sensing technology, specifically Landsat and Sentinel-1 and Sentinel-2 satellite imagery, to reconstruct seasonal wetland surface water hydrology from the mid-1980s to the present. Monthly interval monitoring will be conducted, with data validation supported by high-resolution NAIP imagery and existing field observations. The project must be completed by June 30, 2026, with the contract to be awarded as soon as possible. Deliverables include raster data layers in GeoTiff format showing monthly wetland surface water extent categorized by hydroperiod class (temporary, seasonal, and semi-permanent) and a comprehensive metadata report documenting methods and accuracy assessment results using Cohen's Kappa statistic with stratified random sampling.
The contract carries a budget of $50,000 and will be awarded under Utah Administrative Rule R33-105 for Small Purchases of Professional Service Providers and Consultants, with a small purchase threshold of $100,000. No pricing information should be included in qualifications submissions. The project is being conducted by the State of Utah Division of Purchasing in conjunction with the Division of Forestry, Fire and State Lands, with the resulting dataset intended to serve as a foundational tool for the second phase of the project, which will map Phragmites expansion, quantify water consumption impacts, and assess effects on migratory shorebird and waterfowl habitat availability.

Attachment B Scope of Work Project Title: Great Salt Lake Wetland Hydrology and Phragmites Monitoring Issuing Agency: Utah Division of Forestry, Fire and State Lands Scope of Work Background: Utah Division of Forestry, Fire and State Lands (FFSL) oversees the removal of invasive Phragmites from the wetlands of Great Salt Lake (GSL). The goal is to restore migratory wetland bird habitat and improve hydrology and water availability for Great Salt Lake. Given the current scale of Phragmites invasion, over 100,000 acres of wetlands, FFSL must obtain outside support to help monitor this effort.
Purpose and Need: The purpose of this RFP is to seek outside help with monitoring the hydrologic conditions and phragmites plant cover in the wetlands of Great Salt Lake. FFSL needs this help because the scale of the project is too large. FFSL does not have the in-house experience, expertise, and capacity to effectively monitor hydrology and plant cover at this scale.
Scope of Work:
The Utah Division of Forestry, Fire, and State Lands seeks a proposal for a monitoring framework to better understand changing wetland conditions caused by decreasing water flows and the rapid expansion of phragmites into the GSL system. The project will focus on documenting near-term GSL hydrologic conditions. To achieve this, seasonal reconstruction of wetland surface water hydrology will be performed using archived satellite imagery from the mid-1980s to the present, coinciding with peak GSL flooding events that triggered the current phragmites invasion. Results from this effort will deliver a first-ever time-series dataset documenting the spatial shift in wetland function related to changing inundation extent and wetland hydroperiods across GSL. FFSL currently intends that products from this effort could be applied to the second phase of the project as a foundational dataset to map and quantify phragmites expansion and its estimated impact on water consumption and migratory shorebird and waterfowl habitat availability.
Remote sensing approaches will be used to monitor wetland conditions. Wetland surface water hydrology will be monitored at monthly intervals from 1984 to present using Landsat and Sentinel-1 and Sentinel-2 satellite imagery, depending on the quality of available satellite imagery. Data to support model training and accuracy will be provided through the interpretation of high-resolution NAIP and satellite imagery in combination with existing field observations. The accuracy of surface water delineations will be assessed using Cohen’s Kappa statistic, employing a stratified binary sampling approach. Sample size will be determined using the approach defined by Stehman and Foody (2019) for stratified random sampling. The results will provide the first-ever spatially explicit time series dataset, monitoring long-term wetland trends for the entire GSL. Findings will be evaluated to quantify changes in wetland ecosystems, which will be included in related phragmites monitoring, as well as shorebird and waterfowl habitat assessments and management.
Deliverables:
● raster data layers (in GeoTif format) showing monthly wetland surface water extent, categorized by hydroperiod class (i.e., temporary, seasonal, and semi-permanent).
● A metadata report, which describes methods and includes accuracy assessment results.
Timeline: The contract will be awarded as soon as possible. Contract work must be completed no later than June 30, 2026.
Agency Budget: $50,000
